On the 24th of March, 1999 Viggers came back to Bosnia as the Commander of the Multi-National Division (South-West) in SFOR and was given an acting promotion to Major General the substantive rank on September 1, 1999 (with his seniority beginning from the day of his appointment). In recognition of his work Viggers received the Queen’s Commendation for Outstanding Service on the 3rd November of 2000. On February 9, 2000, the Chief of Staff was appointed of Land Command and remained there until May 2003. He was awarded an honorary post on the 11th of May 2000, when he was promoted to the Deputy Colonel Commandant of Adjutant General’s Corps. In May 2003, he received the appointed the Senior British Military Rep and Assistant Commanding Gen Multinational Force, Iraq, located in Baghdad following the occupation of the city from US in addition to British forces. In recognition of his time in Baghdad, the Deputy Commanding General was made an Honorary Companion to the Order of St Michael and St George on 23 April 2004. The next job he was appointed to was Chief Executive and Military Secretary of the Army Personnel Centre, which was his first assignment on 20 October 2003.
Viggers’s period as Adjutant General coincided with heavy commitments for the British Army, which led to increased media discussion of the pay and conditions in the British Armed forces. He spoke out against the conditions in some barracks, and of the need for improved funding to bring accommodation stock up-to-date. On 7 May 2007, The Mail on Sunday published an article claiming that his house had been renovated at the taxpayers’ expense, and he was also named in a 26 May article on the amount spent on accommodation and servants for high-ranking army officers. However, Viggers complained to the Press Complaints Commission and The Mail on Sunday subsequently printed an apology, accepting that the accommodation renovated was in fact an MOD property, and he had not been to blame for the state of military housing. He also issued an apology and authorised the payment of £3 million in compensation to the families of Baha Mousa and nine other Iraqis tortured by British troops.
Viggers retired on 29 October 2008, after 36 years of service in the British Army.
Viggers was promoted to colonel 30 June 1992 and was employed by the Ministry of Defence in the Central Staff Directorate of Defence Policy before transferring onto the Defence Costs Study Secretariat in 1993. The promotion to brigadier was made on December 30, 1994 (with the rank of brigadier from June 30th) and was promoted to the Commander of the Royal Artillery in HQ 3rd DIvision in 1994. He then took part in the Higher Command and Staff Course before being deployed to Bosnia as a division one of NATO Implementation Force (IFOR). He was appointed Director for Manning (Army) from 1997. He was then named Honorary Colonel of the 100th (Yeomanry) Regiment Royal Artillery (Volunteers) on 31 December 1997. He held the post until the 17th February of 2001.

Major General Lieutenant Frederick Richard “Freddie” Viggers, KCB, CMG, MBE D (born the 29th June, 1951) is a former top British Army officer who served as Adjutant General of the Forces shortly before his retirement in 2008. The Gentleman Usher was a member from the Black Rod from 30 April 2009 until 28 October 2010. He was also a member of Bosnia after the disintegration of Yugoslavia as well as during the Iraq War.
After attending in the Royal Military Academy Sandhurst, Viggers was appointed to the Royal Regiment of Artillery as an officer in the second lieutenant rank on April 14, 1972. He was promoted to lieutenant on the 14th of October 1973 and then captain on the 14th April 1978. In 1983, he enrolled in his first year at Staff College, Camberley, was promoted to major on the 30th of September, and took over command of a unit of the 3rd Regiment Royal Horse Artillery (3RHA). In December 1985, he received the named the Chief of Staff of the 1st Infantry Brigade, the brigade’s principal task was to serve as the NATO’s “UK Mobile Force”, which meant it was consolidating Denmark as well as the Schleswig-Holstein region of Germany. Due to his work in this position particularly in the area of his organization for British part in NATO multinational Operation Bold Guard, he was named a Member of the Order of the British Empire in the 1988 New Year Honours. The award was accompanied by the following statement: “1st Infantry Brigade is closer in size to a normal division[, its] strength rising to over 15,000 when formed into the United Kingdom Mobile Force (UKMF) … Viggers enjoys a responsibility and workload far greater than that normally given to a Grade 2 officer … [His contribution] has been quite outstanding, and far beyond the call of duty expected of an officer of his age and service.” Viggers was promoted to lieutenant colonel on June 30, 1988. He was appointed to the directing team at Camberley before taking over the command for the 3RHA at the end of 1989. The regiment was transferred to Germany into the Colchester Garrison in early 1990 and joined in the 19th Infantry Brigade.
On 4 April 2005, Viggers became Adjutant General and was promoted lieutenant general. He became Colonel Commandant Royal Regiment of Artillery on 1 July 2005, and Colonel Commandant Adjutant General’s Corps on 3 November 2003, holding that appointment until 28 July 2008. He was appointed a Knight Commander of the Order of the Bath in the 2007 New Year Honours, and made a Deputy Lieutenant of Hampshire in June 2008.
