The family was raised in Ballygunner, County Waterford, Hartley began playing in hurling competitions during his time in De La Salle College. Hartley first became a part of the scene of inter-county football when he joined up in his Waterford minor team before then joining the under-21 team. Hartley was a senior player at his 1993 national championship. Hartley continued to have a long career and even earned the Munster medal.

In 1998 Hartley played in his first Munster final in the senior grade. Waterford held All-Ireland champions Clare to a draw in the Munster final, however, the Decies lost the replay. Hartley’s side later faced Kilkenny in the All-Ireland semi-final in what would be the county’s first appearance in Croke Park since 1963. Kilkenny won by a single point.

Four club titles in-a-row proved beyond Ballygunner, however, the club bounced back in 1999 with Hartley winning a fifth county championship medal following a five-point defeat of old rivals Mount Sion.

Flynn’s performance at the underage level attracted the attention of the senior selectors . the team made his debut as a senior during the championship of 1993. It was not an positive start to Hartley’s career in hurling in the event that Waterford was defeated by minnows from Kerry in the first game of the Munster championship. This was one of the weakest points in Waterford Hurling.
