In the 41st Congress, Davies was the official Opposition Critic on Citizenship, Immigration and Multiculturalism and vice-chairperson for the standing committee of Citizenship, Immigration and Multiculturalism, before becoming the an Official Opposition criticism on International Trade, deputy critic for Citizenship, Immigration and Multiculturalism and vice-chair of the House of Commons Standing Committee on International Trade. As a member of a variety of groups in the parliamentary system and committees, he is on the boards of the Canada-China, Canada Philippines and Canada-Europe Parliamentary Associations as well as a Canadian parliamentarian delegates for the Council of Europe.
Davies was elected for the first time during the federal election of 2008. Davies received 15,933 votes, taking the seat by close to 3,300 votes over his closest opponent. Davies was reelected in the elections of 2011 receiving more than 50 percent of the votes cast , and getting 10,300 votes more than his closest rival. He was elected for a third time and received 46 percent of votes and beating his closest rival by more than 8000 votes. Davies was reelected during the federal election of 2019 winning 49 % of votes and winning with 11,500 votes more than his closest rival. He is the longest- serving member for the Vancouver Kingsway riding and the first member to be elected four times to the riding.

Davies is a native of Edmonton, Alberta. He completed the Bachelor of Arts in political science as well as the Bachelor of Laws at the University of Alberta. After being admitted into the Alberta Bar, Davies was employed as a research assistant at the Alberta Legislature and then executive advisor for policy and communications of Ray Martin, leader of the Official Opposition of Alberta from 1989 until 1991.
Davies along with the rest of his family relocated the family to Vancouver in 1991. In 1992, he was appointed manager of Legal Services for Teamsters Canada (Local 31), a post he held until the appointment to the House of Commons in 2008. In that role, Davies represented workers and the union in arbitration panels as well as before federal and provincial labour tribunals.
In the 42nd Parliament, Davies introduced more private member’s legislation than any other MP in Canada. This legislation included bills to establish universal pharmacare, a national school nutrition program, and free tuition for students with diverse needs. Davies was re-appointed to the Health portfolio in 2019. In the 43rd Parliament, Davies serves on the Standing Committee on Health and on the National Security and Intelligence Committee of Parliamentarians. Davies has maintained a stance against the extradition of Meng Wanzhou since her arrest in Vancouver in 2018, claiming political interference in the case by U.S. president Donald Trump.
