Penzo was signed by Serie B side Verona in 1981. Under the management of Osvaldo Bagnoli, the team was a major member of the team scoring 14 goals over 31 games during the 1981-82 campaign, which helped Verona get promoted into Serie A. The best season of his career was during the 1982-83 campaign in which, as a striker on his own Penzo recorded 15 goals in league play for Verona and became the second-highest scoring player of the season in Serie A, alongside Alessandro Altobelli. He was second only to Michel Platini, who scored one moregoal and claimed the Capocannoniere title with 16 goals. Penzo was also instrumental in helping Verona get to finals in the Coppa Italia semifinal, scoring seven times in 13 games which included the game-winning strike in the quarter-finals against Milan in the quarterfinals and also a goal in the Verona’s 2-0 win at home in the opening match against Juventus but Verona fell short by a score of 3-0 following the 3-0 loss in extra-time in the second match.
