His promotion was made to the first team by Pablo Bengoechea to the first team for the 2015-16 season in August. Diego played in a variety of practices with the U-18 team as well as Penarol’s senior squad, however he was a part of the U-17 team as well as within the Third or Fourth Division throughout the season.

At the end of the 2015–16, Rossi was demoted to the second team following a change in managerial leadership, where Bengoechea was sacked and Jorge Orosmán da Silva took over.

He ended 2015 by helping the Penarol’s U-17 side win the Apertura U-17 Championship, and after defeating Danubio in the final, in which the team scored one goal. For the fourth year in a row he was the highest goal scorer in the championship, with 22 goals and 1 in the final. However, the team played just 10-games in the fourth Division and Third Division.
