Shayler asserted that intelligence services had been deliberately putting stories into newspapers and other mainstream media by feeding journalists willingly with inaccurate information, like the November 1996 story within The Sunday Telegraph by Con Coughlin which linked Gaddafi’s son to an operation to counterfeit currency and identifying the source as an official of a British banking official , but in fact the person who provided the information was MI6. This was later confirmed after Gaddafi’s son formally served the newspaper with a libel suit, which was later acquitted of the source of the information.
According to Shayler the 1994 bombing of the Israeli embassy in London was known to the intelligence services before it happened, and could have been prevented. The British government later placed an injunction on the republication of Shayler’s claims although this was later lifted on 2 November 1997 allowing the paper to print his claims of how the bombing of the Israeli Embassy in London in 1994 could have been prevented if the service had acted on prior knowledge it had obtained. On 19 June 1998 he told The Spectator magazine that the security service had information that could have prevented the 1993 Bishopsgate bombing.
After revealing information to The Mail on Sunday in August 1997, Shayler fled the day prior to publication, first to Utrecht in the Netherlands and then later to France with his girlfriend and former colleague Annie Machon and was arrested by French police on 1 August 1998 with an extradition warrant on the request of the British government and then held in La Santé Prison for four months under the prisoner number 269151F. On 18 November 1998 the French courts determined the British government’s extradition request was politically motivated and therefore not grounds for extradition. In 2000, Shayler appeared on Have I Got News for You via satellite, where he was the subject of a number of jokes.
He began his work in the F branch which was responsible for counter-subversion and the oversight of left-wing groups as well as activists, in which he was responsible for to screen Labour Party politicians prior to the 1992 election. He was later moving onto T branch, which handled Irish terrorists and terrorism in August of 1992. Shayler was transferred again, this time in the G9 branch, which was responsible of Middle Eastern terrorism, where Shayler was reportedly the head of G9A/5, the Libyan Desk as the G9A/5. In his time on the Libyan desk, he claimed that he heard about the MI6 plot to assassinate Libyan leader Muammar Gaddafi. He learned of the plot from his MI6 counterparts David Watson (PT16B) and Richard Bartlett (PT16) who was the overall supervisor and responsible in the mission. He left MI6 in October of 1996.

Shayler was born in Middlesbrough, England. When he was 10 , his family moved to the northeast. He was a student at John Hampden Grammar School in High Wycombe, Buckinghamshire whose principal, as stated by Shayler himself was once described him as “a born rebel who sails close to the wind … and suffers neither fools nor their arguments gladly”. In 1984, Shayler attended the University of Dundee in Dundee, where he served as the director of student Annasach, the student newspaper. Annasach and was in charge of publishing extracts from his book Spycatcher written by another ex- MI5 agent Peter Wright (banned in Britain at the time). He received an overall 2:1 (2nd class honours upper division) degree in English in the month of July, 1989. Following his departure from the university, he worked as a journalist for The Sunday Times newspaper although his contract was cut after six months.
Shayler was recruited by MI5 in October of 1991, after she reacted to an obscure job advert published in The Observer’s 12 May issue of The Observer titled “Godot isn’t coming” which was a reference to the film Waiting for Godot in which Godot does not appear. The advertisement asked applicants if they were interested on current issues, the ability to think for themselves and to write. Assuming the job was in the media field, Shayler applied.
Shayler stated that MI6 had been involved in a failed assassination attack on Libyan leader Muammar Gaddafi in February 1996 without the permission of the then foreign secretary Malcolm Rifkind. The plot involved paying the Libyan Islamic Fighting Group with supporters in London and links to Al-Qaeda, £100,000 to carry out the attack. The group was paid to plant a bomb underneath Gaddafi’s motorcade. The attack happened in March 1996 in Gaddafi’s native Sirte, a coastal city. The bomb was planted under the wrong car and failed to kill Gaddafi but did result in the deaths of several innocent civilians. In November 1999 he sent a dossier of detailed evidence of this including the names of those involved to then home secretary Jack Straw who stated that he was “looking into the matter” as well as Parliament’s Intelligence and Security Committee and the police. In 2005, the LIFG was banned as a terrorist group in Britain.
