The year 2012 was the last time he was elected his second term in 2012 with 60.46 percent of the votes. Because of Ohio’s annual redistricting as well as reapportionment Hall received the seat of the 70th District. The 130th General Assembly, Speaker of the House William G. Batchelder appointed him as Chair of the Agriculture and Natural Resources Committee. Hall was designated as a member of his position on the Finance Committee, Finance Subcommittee on Agriculture and Development, and the newly formed Manufacturing and Workforce Development Committee.

In 2010, Hall won his second term in 2010 with 68.8 percent of the vote. For his second term Speaker of the House William G. Batchelder appointed Hall as the Chairman of the Agriculture and Natural Resources Committee. Hall was assigned as a member of his position on the Finance Committee, the Finance Subcommittee on Agriculture and Natural Resources and which is the Local Government Committee. In addition, despite being first assigned as a member of the Small Business and Economic Development Committee Hall was later reappointed as a member of the Public Utilities Committee for the duration of the 129th General Assembly.
