Gallagher was selected to play for the Ireland under-20s in the year following. He was selected in Nigel Carolan’s squad to play in the 2016 Six Nations for Under-20s participating in all five games of the tournament, scoring a goal during his debut in the match against Wales. In May, Gallagher was named in the squad of the coming Junior World Cup. He was part of all three group games , which included a win against New Zealand, the first occasion that an Irish national team had defeated the New Zealand counterparts. Gallagher was not a part of the knockout stage, which resulted in Ireland get to the final stage, which was their best ever performance at the tournament.

While still in the academy, Gallagher made his senior debut for Connacht on 21 October 2017, coming off the bench against Worcester Warriors in the 2017–18 Challenge Cup. His first start came on 9 December 2017 in the same competition, this time against Brive. Gallagher made his Pro14 debut away to Munster on 21 January 2018. In March 2018, it was announced that Gallagher had signed a senior deal with the province, becoming part of the first team squad for the following season.

Gallagher was born in and was raised in Sligo. He did not play football until he was 13 years old, instead playing soccer, and Gaelic football. Gallagher was part of his club in the town of Strandhill Sligo RFC when he was in secondary school. He was also playing basketball in this period. It wasn’t until the age of 18 that he decided to start taking the sport seriously as his main sport. Gallagher was a student at Summerhill College in Sligo town where he played for the school’s team. Although it was not an established rugby club, his team made it to the semi-finals of the Connacht Senior Cup in 2015 it was the first time that Summerhill was able to reach that level. They defeated their local opponents Sligo Grammar to reach the semi-finals, but ended up losing at 19-18 against Garbally College, with Gallagher scoring a goal.

Gallagher was a part of the youth team in his native Province, Connacht at the under-15 to under-15. He earned himself a spot in the sub-academy of the team at the close in the season 2014-15. He joined the full academy during the year 2016-17. Following his joining an academy at Galway, Gallagher joined city- based club Galway Corinthians.
