Goetsch was a prominent campaigner for the party during the state elections of 2008. She was the leader of the talks of a coalition in conjunction with the Hamburg Christian Democratic Union. From 7 May 2008 until the earlier release of GAL-members by the first Mayor Christoph Ahlhaus on 29 November 2010 Goetsch was an elected participant in the Senate of the Free and Hanseatic City of Hamburg. In Hamburg, Senator Goetsch was the President of the Authority for School and Vocational Education as well as Deputy Mayor in the first black-green coalition on a national scale.

Goetsch graduated from her studies at Munich in Munich and Essen in 1971, completing her Abitur. Then, in Frankfurt am Main, she trained to become a biology and chemistry teacher.
