Chin Wan is one of the most popular and richest University Teacher who was born on November 8, 1961 in Hong Kong. Chin is a native of Hong Kong in 1961. His father, who was a Traditional Chinese medicine practitioner, was born in Malaysia and moved into Hong Kong in 1950. He graduated with a the Bachelor of Arts degree in English at the Chinese University of Hong Kong in the year 1986. Later, he studied in Germany where he earned the doctorate in ethnology at the University of Gottingen in 1995. He then returned back to Hong Kong and worked at the Policy Research Institute between 1995 until 1996. He also served as an advisor to the senior level of HKSAR government officials on issues related to the HKSAR government on arts, cultural and civic issues from 1997. He was also the research director at the Home Affairs Bureau until 2007.

In the year 2011, Chin published the book The Hong Kong City State. The book examined Beijing’s neo-imperialist attitude towards Hong Kong. In response to this, Chin rooted in a Hong Kong perspective, reflects the growing tide that is a result of Hong Kong “localist” ideology and the actions. Chin highlighted the importance in Hong Kong autonomy for the benefit the Hongkongers. The book ignited intense public debate, and became a hit among the younger generation. It was voted one of the top books of 2011 in the Hong Kong Book Prize organised by Radio Television Hong Kong, and is on the top-selling list of all the major book stores since it was released in the latter half of 2011.

He joined an electoral alliance with Civic Passion led by Wong Yeung-tat and incumbent legislator Wong Yuk-man to contest in the 2016 Legislative Council election after a localist activist Edward Leung of Hong Kong Indigenous received a better-than-expected result in the 2016 New Territories East by- election in which Leung grabbed more than 66,000 votes. Chin contested in the New Territories East with the slogan of “creating a de facto referendum in five constituencies; allow all citizens to participate in the creation of constitution”. Chin’s list received 23,635 votes, four percent of the total votes, ranking 13th place and was not elected.

Chin said that a democratic China could harm Hong Kong more as populism prevails in China’s democratic Chinese legislature, thereby eroding that “one country, two systems” commitment, and Hong Kong’s precious resources could be a fair game for the ferocious China. “What we Hongkongers need is not a democratic China, but to build Hong Kong into an autonomous city-state first, merging the British culture with a restored Chinese culture,” Chin wrote. Chin. Chin advised that Hongkongers should advocate for the creation of a “Chinese Confederation” consisting of separate states that are parallel to China, Taiwan, Hong Kong and Macau. He strongly criticized the candle vigil held for 1989’s Tiananmen Square protests, which were organized by the Hong Kong Alliance in Support of Patriotic Democratic Movements in China in 2013 due to their Chinese nationalist sentiments as reflected in the slogan. He blamed the mainstream pro-democratic leaders for the failure in Hong Kong’s democracy movement. Hong Kong democracy movement, saying they betrayed their fellow citizens Hong Kong people by colluding with the United States and China. He also severely criticized those who lean left, pointing out they were the cause of the failure of social movements as well as their pro-immigration and international stance.

During the 2014 Hong Kong protests, Chin called for militant actions in contrast to the non-violent movement advocated by the mainstream organisers, Occupy Central with Love and Peace, Hong Kong Federation of Students and Scholarism. He had criticised the Occupy organisers even before the protests, stating their peaceful approaches would achieve nothing but their own personal moral high ground. He was later on asked to report to the police in suspect of inciting and organising an unauthorised assembly.
