Burke Harr, born October 13, 1971, is a politician in the United States state of Nebraska. Harr was a member the Nebraska Legislature. He represented the 8th district of Omaha. This included the midtown neighborhoods Dundee and Benson, as well as the surrounding neighborhoods. Harr was not eligible to reelect in 2018 because of term limits.

Harr ran for re-election in 2014 to his legislative seat. Gwenn Aspen (a Republican property manager) challenged Harr. Aspen was running for office for the first-time. She had previously been involved in, and her husband Jeremy Aspen had co-chaired, the Mayor Suttle Recall Committee. This committee had unsuccessfully attempted to recall Jim Suttle in 2010. An Aspen mailing in April accused Harr, accusing him of not paying attention to Nebraska’s “good- time” law. This law allowed convicts to be released early from prison. In 2013, Nikko Jenkins had been convicted of four murders in Omaha. Aspen received 2183 votes in the May primary to Harr’s 20,76. Both candidates advanced to the general election. In which a proposal for increasing Nebraska’s minimum wages was on the ballot, both were defeated. Aspen opposed the increase, Harr supported it. With 4834 votes to Aspen’s 3916, Harr won the general election.

Harr was elected vice-chairperson for the Business and Labor Committee in 2013. Harr also served as a member of the Revenue and Agriculture Committees. Harr was also a member the Tax Modernization Committee. This committee was charged with conducting an extensive examination of Nebraska’s tax system.

Harr was born and raised in Illinois. Harr was born in Omaha and graduated from Creighton Preparatory School, Omaha in 1990. He then attended the University of St. Thomas, Minneapolis-St. Paul in Minnesota. He then studied law at Notre Dame. After completing a clerkship at the Nebraska Court of Appeals in Omaha, he worked as a Douglas County prosecutor and later co- founded a business consulting company.

In 2010, incumbent legislator Tom White decided not to run for reelection and instead ran for the U.S. Representative position. Harr received 41%, John Comstock got 31% and Richard Ream 28% in the nonpartisan primary election. Harr and Comstock were the top vote-getters and moved on to the general elections. Harr, who is a member the Democratic Party, opposed the proposed spending cuts across the board to balance the state budget. Comstock, who is described as a Tea Party supporter and Republican, supported reducing the government budget and eliminating the state income tax. Comstock was defeated by Harr in the general election by a margin between 51% and 49%.
