Brenda Denise Cowan (May 9 1963-February 13 2004,), Lexington, Kentucky’s first female firefighter who was black was killed in the firefighter’s line of duty on February 13, 2004. Based on Women in the Fire Service the Lieutenant Cowan was the very first career black female firefighter ever to be killed in the firefighter’s line of duty. She worked for the Lexington Fire Department for twelve years. Cowan was the sibling to Fred Cowan, a member of the University of Kentucky’s national basketball team. Cowan was a single mother with no children.
On March 5, 2005, the estate of Cowan filed a lawsuit in connection with her death. The suit accused the top Lexington-Fayette Urban County Government officials as well as 911 operators and emergency dispatchers of inattention. The lawsuit sought compensation for the pain and suffering suffered by Cowan and wrongful death, as well as the loss of his capacity to work and earn a living, right towards future pension benefits, and damages for the loss of life, funeral and medical costs.
In March 2005 In March 2005, The Brenda D. Cowan Act, Senate Bill 217, was unanimously approved by unanimously by the Kentucky Senate. The bill amends KRS 508.025 regarding violence in the 3rd degree to make it clear that an individual is at fault for being a third-degree assault offender if they cause or attempt to inflict physical harm on emergency medical personnel and members of organized fire departments and rescue squad members.

Cowan was born in Sturgis, Kentucky, the daughter of Ella Irene Dawson and the Reverend Tabb Frank Scott Cowan, Sr., who was the minister of Sturgis’ New Salem Baptist Church. She had five siblings: Rev. Glenn Cowan, Linwood Cowan, Fred Cowan, Helen Cowan and Myrtle L. Cowan. She was a student at Union County High School where she played on the Bravettes basketball team. Cowan was named the Most Valuable player of the girls basketball team in 1979 and in 1981.
