She was eligible for re-election for a second term in 2014, but decided not to.

In September of 2013, Burns published an op-ed in The Arizona Republic, bemoaning the decision made by three of her colleagues Commissioners to block an investigation into the competition between electric retailers. Burns regretted she felt that Arizona has “hit an “stop” button on 21st century modernization and [we] are stuck with, for now, a 19th-century model of electric service.”

Her inauguration was on January 3in 2011, to succeed the term-limited Republican Kristin Mayes. Burns stated that she was looking to collaborate alongside her colleagues in the Arizona State Legislature, which had earlier put forward bills that could have taken away several powers out of the Commission. In her time as a legislator, she been a proponent of limited regulations and said that her colleagues thought it was funny that she was elected to the body that regulates. She explained: “I never said we don’t need rules and regulations. I said they need to make sense.” She also advocated for the creation of a “reasonable balance” between economic growth and the preservation of the natural resources of the state. She was a co-chair with Bob Burns, who is not related to her.

Before joining politics, Burns worked as a real estate agent as well as helping manage a family-owned company. She was a member of the Arizona House of Representatives from 1987 to 1995, and also being the Majority Leader of 1993 until 1995. She was then a member of the Arizona Senate from 1995 until

Burns was able to get 862,546 vote (29.09 percent) which was just a fraction ahead of Pierce who was reelected in second place with 833 541 votes (28.11 percent).

In April 2013, Burns announced that she would not be running for re-election in 2014. She had been encouraged by supporters to consider running for Governor of Arizona in 2014, but after talking to her husband, decided not to, saying that it “became apparent to us that this was not the right course for me to take.” They will instead pursue “several interests, priorities and causes.” She and the term-limited Pierce were succeeded by Republicans Doug Little and Thomas Forese, respectively.
