Avraham “Avi” Gabbay (Hebrew: Aabraham “Aabiy” gabaAy born 22nd Feb. 1967) is an Israeli politician and businessman. He was the CEO of the Telecommunications business Bezeq from 2007 until 2013, before entering politics. He was the Secretary for Environmental Protection between 2015 and 2016, and was elected as the leader for the Israeli Labor Party in 2017. His election to Knesset in April of 2019. Knesset in April of 2019, but resigned as the leader soon afterward. He didn’t run in the elections in September 2019.

In the social-economic program that he released in the 2017 Labor elections for the presidency, Gabbay supports an increase in the amount of social benefits and services , along with measures to improve efficiency in the public sector. He is in favor of reducing the gap among middle Israel and the peripheral areas, as well as between Jews as well as Arabs in the system of education. He is against teachers of the public school system who are employed by labour contractors from outside. According to his plan, Gabbay supports an integrated public healthcare system as well as the complete separation from private healthcare, and instead supports increasing public health spending to match the OECD average. According to Gabbay the public transport system is a powerful tool which reduces inequality and enhances social mobility. In his political plan, published during the 2017 Labor leadership primaries, Gabbay expressed support for a two-state solution, with the Palestinian state being demilitarized and the settlement blocs and Jordan Valley remaining under Israeli control. The Arab neighborhoods in East Jerusalem would become Area B. Palestinian refugees would receive compensation. The bilateral agreement with the Palestinians would be part of a regional agreement, with the aim of strengthening the moderate Sunni axis vis-à-vis Iran and the Shiite axis. The IDF would be deployed along the Jordan River until the conflict is resolved, maintaining Israeli freedom of action in the West Bank. Construction in the settlements outside the main blocs must be frozen, in order to channel the money so that it will priorities the periphery and settlement blocs, not isolated settlements (“Dimona and not Amona”).

In February 2018, the Polish Prime Minister Mateusz Morawiecki stated that “there were Jewish perpetrators” of the Holocaust, “not only German perpetrators.” Gabbay condemned Morawiecki’s words: “The blood of millions of Jews cries from the earth of Poland over the distortion of history and the escape from blame. Jews were murdered in the Holocaust and Poles took an active part in their murder. Before the 2014 Knesset elections, he was among the leaders of the newly formed Kulanu party. Although he was not selected to the Knesset however, the minister got the post of Minister of Environmental Protection in the Netanyanu government. On May 27, 2016 he handed in his resignation from the government as a protest against the selection to Avigdor Lieberman to the position of Minister for Defense and the change of the coalition towards the right.

The second round was held on 10 July Gabbay took the lead with 52.4 percent of the votes. Because Gabbay did not happen to be an Knesset participant, he headed the party without the Knesset. Additionally, the leader of the biggest opposition group in the Knesset is given the name of Leader of Opposition. Instead, Issac Herzog, who was the outgoing Leader of the Labor Party, retained the title of Leader of the Opposition in the Knesset. After Herzog’s resignation in July of 2018, Tzipi Livni took over the position and, following the dissolution Zionist Union, former Labor chief Shelly Yachimovich succeeded her.

In October 2017, during a television interview, he stated that there was no need to evacuate settlements as part of an agreement. Later, he clarified that he was committed to the two-state solution and the distinction between settlement blocs and isolated settlements, in which construction must be stopped, but that there is no need to draw the borders of future negotiations and its recipe at this stage, including an immediate evacuation of all settlements and an undertaking to evacuate as a starting point for talks, and that any solution that will lead to an agreement should be examined.
