Tali was born in Tallinn. She began her training as a piano player, and graduated from Tallinn Music High School in 1991. Then she continued to study at the Estonian Music Academy as a conductor, working with Kuno Areng Toomas Kapten as well as Roman Matsov. From 1998 until 2000, she attended the St. Petersburg State Conservatory with Ilya Musin, later working in the same institution with Leonid Korchmar. The first time she conducted was in 1995 alongside Jorma Panula, who was studying at the Sibelius Academy in Helsinki. in 1997 Tali along with her sister Kadri Tali established the Estonian-Finnish Symphony Orchestra which included Anu Tali acting as conductor of the ensemble, and Kadri Tali as the orchestra’s manager. The orchestra then adopted its name as The Nordic Symphony Orchestra. Tali along with members of the Nordic Symphony Orchestra made their debut recording in 2002 , with “Swan Flight”, for Finlandia/Warner Classics. It included two world-premiere recordings: an orchestral set Ocean as well as Swan Flight by Veljo Tormis. This recording was awarded an award for the Young Artist of the Year award at the 2003 Echo Klassic Awards in Germany. The second album they released is Action Passion Illusion, also available on Warner Classics.

Within North America, Tali made her US conducting debut with the New Jersey Symphony Orchestra in January 2005. In April 2007 Tali was appointed music director of the Manitoba Chamber Orchestra, and was scheduled to start in the fall of 2007 when she was to assume the position. In November 2008 the orchestra announced they and Tali could not agree on the terms of the contract, and Tali did not take over the Manitoba post.

Tali and her husband Hendrik Agur, director of the Gustav Adolf Grammar School in Tallinn, were married in 2014, and the couple have a child, born in May

2015. Her awards and honours include the Cultural Award of Estonia 2003 and the Presidential Award of Estonia in 2004. Tali has also recorded Estonian music with the Frankfurt RSO.
