Ziyad Baroud is one of the most popular and richest Politician who was born on April 29, 1970 in Jeita, Mount Lebanon Governorate, Lebanon. Ziyad Baroud, a Maronite from Selim and Antoinette (nee Salem), was born 29 April 1970 in Jeita. Baroud was the first of two children. His younger sister Maha and his father were both high school teachers. Their mother was an Arabic literature teacher, and their father was a senior-grade mathematics teacher. Baroud graduated from College Saint Joseph- Antoura des Peres Lazaristes in 1988 after completing his high school education. After graduating from high school, he attended Saint Joseph University’s Faculty of Law in Beirut where he received his Master’s degree in Law. In 1993, he was admitted to the Beirut Bar Association.

Baroud was a research associate at “Lebanese Center for Policy Studies”, which is a Beirut-based thinktank of which he is currently a member. LCPS aims provide policy-making guidelines that are politically neutral and well researched. Baroud worked with UNDP from 2001 to 2008 on decentralization and local governance. Baroud is currently chairman of the “Governmental Committee of Decentralization”. He knows that decentralization is his Doctorate Thesis topic.

Baroud served as Minister of Interior and Municipalities under two consecutive cabinets. The first cabinet led by Prime Minister Fuad Siniora in the 70th national unity government which lasted from 11 July 2008, until November 2009. Baroud successively served for a second term under Prime Minister Saad Hariri’s cabinet which lasted from 9 Nov 2009 to 13 June 2011, though he had resigned on 26 May 2011.

Following the deadly clashes of May 2008, on 21 May 2008, figures from both the opposition and majority signed the Doha Agreement under the auspices of Qatar’s foreign minister and prime minister Sheikh Hamad bin Jassim bin Jaber al-Thani, finally diffusing an 18-month crisis. The Doha negotiations resulted in the long-awaited election of General Michel Sleiman as President of the Lebanese Republic and the formation of the 70th national unity government led by Prime Minister Fuad Siniora, composed of 30 ministers distributed among the majority (16 ministers), the opposition (11 ministers) and the president (3 ministers).

Ziyad baroud is one the most committed and active experts in electoral law reform in Lebanon. Baroud, along with other activists, founded the Lebanese Association for Democratic Elections in March 1996. This independent nonprofit organization is specialized in studying the impact of electoral laws on democracy and the study of election results. Ziyad Baroud will continue to be a strong advocate for electoral law reform and the subject of elections. Baroud was elected Secretary-General of LADE in 2004 to manage a group that included more than 1,300 national electoral observers. He was elected to the board of Transparency International’s Lebanese chapter (LTA) in 2006. He was appointed by Fuad Siniora, the Prime Minister of Republic, to join eleven other members on a blue-ribbon committee headed by Fouad Boutros. This commission, which was known as the “Boutros Commission”, was established in 2005-2006.

Ziyad Baroud, (Arabic: zyd browd /z i :’j ae d b a :’r u / (listen ) ; 29 April 1970) was a civil servant from Lebanon and activist for civil society. From 2008 to 2011, he was minister of interior and municipalities. This position is considered one of the most important in the country. He also served in two consecutive cabinet terms in Fuad Siniora’s and Saad Hariri’s governments.

Baroud was a trainee lawyer in Beirut under the supervision of Ibrahim Najjar. He later became minister of justice in the government with Baroud. Baroud, along with a few other lawyers and judges, helped to draft the An-Nahar “Houqouq Annas” or “People’s Rights” legal supplement (Ar:Hqwq.lns). This first-of-its-kind publication was designed to help people understand the judiciary rights and jargon, and to promote the modernization and implementation of Lebanese laws in order to bring more justice to society. Baroud was also completing doctoral studies at University of Paris X, Paris, France. This school has produced Nicolas Sarkozy, Dominique de Villepin, and many other notable personalities. Baroud is currently working on his doctoral thesis about “Decentralization of Lebanon after the Taif Agreement”, which is both one of his main areas of expertise and one of the key lobbying points in his political agenda.

For several years, the Civil Campaign for Electoral Reform (CCER), a broad alliance for civil society associations founded in 2005 by Baroud among others, was demanding that the parliament hold parliamentary elections over the course of one day. Although the Administration and Justice parliamentarian commission wanted to try and hold the 2009 elections over two days for security reasons, Baroud made great efforts to resolve all logistical difficulties in order to hold the elections in one day.
