William Harry McRaven (born November 6 1955) is a retired United States Navy four-star admiral who was nineth commanding officer of United States Special Operations Command from August 8, 2011 until August 28, 2014. From 2015 until 2018, he was vice chancellor for The University of Texas System.

Mcraven held a variety of positions of staff and command within the special operations group as a platoon commander for U.S. Navy’s Underwater Demolition Teams 21/SEAL Team Four, Executive Officer of SEAL Team ONE, task team commanding officer during the Persian Gulf War, task group commander within the CENTCOM area of responsibility, the commanding the officer for SEAL Team Three as well as deputy commanding officer for operations at JSOC and commander for Naval Special Warfare Group ONE between 1999 and 2001. McRaven completed his master of Arts degree from the Naval Postgraduate School in Monterey, California, in 1993. McRaven’s thesis was entitled “The Theory of Special Operations” (republished in 1995 under the title Spec Ops: Case Studies in Special Operations Warfare: Theory and Praxis).

In December 2011, McRaven was runner-up for Time Person of the Year for his role in the operation.

A June 2013 Freedom of Information request revealed that on May 13, 2011, McRaven sent email titled “OPSEC Guidance / Neptune Spear” that instructed redacted recipients that “all photos [of UBL’s remains] should have been turned over to the CIA; if you still have them destroy them immediately” or “get them to” a recipient whose identity was redacted.

After graduation in The University of Texas at Austin, McRaven was commissioned as an officer in the U.S. Navy and volunteered to participate in Basic Underwater Demolition/SEAL Training (BUD/S). In the course of six months instruction Mcraven was able to graduate from BUD/S class 95 in January 1978. As an Navy SEAL Officer, McRaven was deployed to the Philippines. In 1982, while an officer of the junior rank, McRaven was assigned to SEAL Team Six under the direction under the direction of CDR Richard Marcinko but was removed a year later because of McRaven’s worries about discipline in the military and issues in keeping his crew members on the right track. Richard Marcinko fired the 27-year-old McRaven in 1983. “He was a bright guy, but he didn’t like my rude and crude way,” Marcinko claimed. “If I was a loose cannon, he was too rigid. He took the special out of special warfare.” McRaven was later re-appointed as a commanding officer of the squadron Naval Special Warfare Development Group.
