After Jamie Raskin’s election for House of Representatives, Jamie Raskin was elected to United States House of Representatives, Smith was appointed to the Maryland Senate. Smith was a success in his first period in Maryland’s lower chamber. Smith was the main author of 14 effective pieces of legislation in the year 2017. He negotiated legislation such as SB 651, that prohibited Maryland state schools from removing and suspending children from prekindergarten to the second grade. SB 943 that established an arbitration process for disputes between parents of preschoolers and those who have children with disabilities as well as the Hire our Veterans Act of 2017 which established income tax credits to encourage small-scale businesses to employ veterans. Smith was also the primary author of the Home Act, which would ban landlords from discriminating against tenants with housing vouchers as well as the Gun-Free Higher Education Act. Smith is an active participant in the Legislative Black Caucus, one of the first males who joined in the Women’s Caucus, and is the Chairman of the Veterans Caucus.

Smith serves as an intelligence officer in the United States Navy Reserves and is currently assigned to a unit at the Pentagon. In March of 2019, Smith deployed to Afghanistan in support of Operation Freedom’s Sentinel, serving in Kabul, Afghanistan until October of 2019. In Afghanistan Smith served as the Branch Chief for the Governance and the Afghan National Defense and Security Forces (ANDSF) divisions within the Combined Joint Intelligence Operations Center- Afghanistan (CJIOC-A). As Branch Chief, Smith ensured key leaders and planners maintained continuous situational awareness of emergent Afghan government and security force issues by providing timely and well-researched intelligence assessments and products during a particularly demanding and volatile period in Afghanistan’s political history. Smith drove Command understanding of the Afghan presidential election, a Commander Resolute Support Priority Intelligence Requirement, by collaborating with the Combined Joint Operations Center (CJOC), North Atlantic Treaty Organization analytical fusion cell, and other coalition-partner organizations to provide timely intelligence and advice to senior leaders.

Smith has been elected to Smith’s seat on the Maryland House of Delegates in November 2014, replacing Heather Mizeur. Smith was a member of the House Judiciary Committee and quickly became one of Annapolis’s most effective lawmakers in Annapolis. Smith was the primary author of 14 bills that were successful during his time in the House and included HB 1009, the Good Samaritan Law, which made sure that those who reported drug or alcohol-related medical emergencies will not be charged with a crime.
