Wendy Maxine Duncan (nee Tonkin born the 7th of October, 1954) is an Australian politician who was an National Party member of the Legislative Assembly of Western Australia from 2013 until 2017 serving as Kalgoorlie as the seat. Kalgoorlie. She was previously an elected member of the Legislative Council, representing the Agricultural Region from 2008 to 2009, as well as in the Mining and Pastoral Region from 2009 until 2013.

At the state elections of 2008, Duncan transferred to the Mining and Pastoral Region, permitting a former party leader, Max Trenorden, to fill her former seat. Duncan was then added to the new ministry established by Colin Barnett of the Liberal Party and was appointed parliamentary secretary of the Minister for Regional Development and Minister for Lands as well as deputy secretary to Minister of State Development and the Minister for Transport. The Minister for State Development and Transport was appointed in April 2012. Duncan gained preselection in the district of Kalgoorlie during the 2013 state election. At the election, in April 2013, she received 56.3 percent of the two-candidate- preferred vote, becoming the first member of the party to win the seat since its creation in 1901. Following her election she was appointed as deputy speaker for Michael Sutherland. Duncan was a candidate for the deputy leader in the National Party in November 2013 after the resignation of the leader of the party Brendon Grylls. However, she lost to Mia Davies. Davies served as Grylls his cabinet replacement.

Duncan is a native of Kalgoorlie, Western Australia, to Shirley Maxine (nee Davies) and Stephen John Tonkin. Duncan and her siblings were raised on their parents’ sheep farm and received their first education at The School of the Air. Duncan then attended Methodist Ladies’ College in Perth. After graduating from the school, she spent an entire time working in South Africa through the Rotary Youth Exchange. She then was accepted into the University of Western Australia, and eventually earning an Bachelor of Arts degree with a focus on politics as well as Australian history. Duncan was employed by the Australian Farmers’ Federation from Canberra from 1977 until 1979. She also earned an advanced diploma in Canberra College of Advanced Education. Canberra College of Advanced Education (now now the University of Canberra). Relocating back to Western Australia, she married Ian Murray Duncan in 1980 together with whom she had four children. She continued to work part-time for law businesses that were located in Kalgoorlie as well as Esperance. She then held various administrative positions within The Shire of Esperance.
From 1994 to 1998 Duncan was research officer in the office of Ross Ainsworth, a long-serving Nationals MLA representing the Roe seat. Roe. She joined the party in 2001, and then from 2002 until 2003, she was the President of the Esperance branch. Duncan was on the state executive of the party from 2003 to 2004 and from 2004 until 2008 was the state president. She was the first woman in the office. While she was president she was among the earliest architects of the party’s Royalties for Regions policy. She was first a candidate for the in the state election, and was in second place (behind Murray Criddle) on the ticket of the party’s Agricultural Region, but was not elected. She was also on the ticket of the party’s candidate for the Senate during the federal election in 2007, however neither she nor the main contender, Tony Crook, were elected. In the month of January, Murray Criddle resigned from the parliament, and Duncan becoming a member of the Legislative Council on a countback. In her inaugural address she expressed her concern about international ownership over Australian resource, the rise of economic rationality as well as the dominance of two major parties and disregard for rural and regional regions.
