Seventh of eight children, and the first of his parents to complete university, Tolman received a Bachelor’s Degree in Economics at Amherst College and a Juris Doctorate from Boston College Law School. Between law school and college, Tolman worked as a United Parcel Service driver and as a substitute teacher for his local Watertown Public Schools. Tolman was elected to his seat in the Massachusetts House of Representatives in 1990, and to in 1994 to the Massachusetts Senate in 1994. Tolman had been a litigant in an appeal, which was ultimately successful that sought to force the state to pay for funding as required by the law. To be qualified for financing from the public sector in the event that the law was adopted, he followed the law’s requirements to limit contributions to not more than $100. He had previously backed the law in his capacity as senator. The law was later repealed. Tolman has since attributing some of his problems with the electoral system to the delays in financing.
