Wafula Oguttu is one of the most popular and richest Journalist who was born on December 21, 1952 in Butaleja, Butaleja District, Uganda. Phillip Wafula Oguttu (born 21 December 1952) is a Ugandan journalist and politician from Uganda. He was the former Leader of the Opposition within the Ugandan Parliament. The position was created the position on the 31st of January, 2014, to replace Nandala Mafabi. He was in the position until June when he transferred the office to Winnie Kiiza.
Oguttu was a student at Lumino Mill Hill Primary School, Bukedi College Kachonga, and Teso College Aloet for his primary and secondary schooling. The year 1974 was the first time he was awarded the Diploma of Chinese Language from the Beijing Language Institute. He also has an undergraduate Master of Arts in Politics and Literature in the same year from Beijing University. He is a certified teacher of Swahili Communication Skills, which he obtained in 1978 at the Dar es Salaam University. Salaam. Oguttu was formerly the Member of Parliament (MP) for Bukhooli County Central, a constituency in Bugiri District, Busoga Sub-region, Eastern Region of Uganda, a role he held from 2011 until 2016. He is a member of Uganda’s opposition party Forum for Democratic Change (FDC) for which he is the spokesperson.
Oguttu is currently married to Alice Oguttu with five sons and two daughters. He however had a second wife, Freda, who died in July 2012 with whom he fathered two sons. He is of the Roman Catholic faith.
Oguttu began his career in 1973 as a bank associate in the Bank of Uganda. He worked as an editor for the Tanzania publishing company between 1977 and 1979. He then worked as an assistant editor then the chief editor of Weekly Topic, an English newspaper in the English language, from 1979 to 1992. He also worked as an adjunct lecturer for Makerere University between 1981 and 1985. He and a few others co-founded The Daily Monitor newspaper in 1992 before becoming the editor-in chief before stepping down in 2004. He is also the executive chairman for Santa Lucia Basic School.

Wafula was raised with three sisters and five brothers. His father passed away in the year 1960, when the young man was a primary 2 pupil. As a bright student, he was able to study at no cost from primary to university , despite coming from an impoverished family. He relocated to Busoga in the year 1980 and completely transformed into an authentic Musoga.
Oguttu began his career in politics as a politician for the media in the 1970s as he worked as an assistant editor at Weekly Topic. He remained involved in the politics of media in the 1980s, when he became the editor-in-chief of the newspaper mentioned earlier. In the mid-80s the newspaper’s editor was elected to his first official position in politics as an LCI Councillor for the Nakawa Division. The government attempted to exert influence over his political columns in the beginning of the 1990s, which led to the resignation of Weekly Topic in 1992. The newspaper was later founded by him Daily Monitor that same year and was an anti-government publication in the early 1990s. He was the editor of his newspaper as the Daily Monitor as the chief editor until his retirement in 2004. Around that time that he founded the Forum for Democratic Change (FDC) together with Kiiza Besigye and other.
He ran for his first parliamentary elections in 2006 on the FDC ticket, standing in the constituency of Bukhooli Country Central but ultimately losing to Fred Mukisa. In the 2011 general election he stood for the same seat, defeating NRM flagbearer Hajji Siraji Lyavala (who had defeated Mukisa in the NRM primary). He was unable to hold the seat in the 2016 general election however, losing out to the NRM’s Solomon Silwany.
