Vladimir Zakhmatov was born on 17 February 1954 in the town located in Makhalino, Kuznetskiy district, Penza region in Soviet Russia, in the family of public servicemen. The mother of his father, Lyubov Mikhaylina Breguet was a physician (descendant to Swiss watchmakers, the founders of the “Breguet” company; her family relocated to Russia in the year 1890) while the father of his son, Dmitri Zakhmatov is an economist. Both parents were active in World War II: his father was an officer in the troopers from July 1941 (the defence of Kiev up to the Berlin attack) and his mother worked as a nurse from Stalingrad from 1942 until Prague.

After graduating, he was employed as a test-engineer for ballistic testing of ammunition (calibre sizes ranging from 23 to 152mm, including. air guns equipped with strong rocket engines). In the following years, Zakhmatov worked as a technologist for assembling equipment, devices controlling ammunition, investigating and dismantling malfunctioning weapons. He was an expert in identifying explosives that were not approved when arming and testing ammunition in the areas of manufacturing, warehouses, areas for training as well as other explosive items. In the year 1980, Vladimir Zakhmatov was invited to the E. O. Paton Electric Welding Institute in Ukraine to investigate the issue of welding explosions. Over the next two years, he served as an engineer in the senior position cutting techniques, stamping and welding, and explosion. His work in the field included working on gas and oil pipelines that run from Ufa to Tyumen and in the Antonov PD. In the early 1990s there was a time when the USSR was developing new technology to ensure the construction of efficient pipelines for gas and oil which included techniques to cut dangerous, damaged sections and welding, among others. Metal-treatment techniques that were assisted by explosions proved to be extremely effective, however, they are also a risk. In his job, Vladimir Zakhmatov developed an effective and compact fire and explosion safety method.

Since 1983, Vladimir worked as a junior research associate at the Department of Geodynamics of Explosion at the Institute of Geophysics under the National Academy of Sciences of Ukraine. In 1985, he headed the experimental production engineering unit at the Institute of Thermophysics at the National Academy of Sciences of Ukraine.

In 1984, Vladimir defended his Ph.D. thesis in Engineering Science on the subject of Development of Methods of Dry Chemical Powder Explosive Supply in the Body of Fire in Academic Council of the Moscow Institute of Fire Safety (Higher Engineering and Technical School of the USSR Ministry of Internal Affairs).

In 1977, V. Zakhmatov graduated from the Samara (Kuibyshev) Polytechnic Institute with the degree of Chemistry and technology of high-molecular Compounds (0815 – Solid rocket motor and powder fuel). While a student he began conducting studies on the characteristics of explosives’ sensibility.
