Victor Emanuel Koenning Jr. (born on 26 February 1960) is an ex- professional American footballer, and is currently director of defense for West Virginia University. He was the defensive coordinator for the past few years for Troy University. He was temporary head coach of the University of Illinois at Urbana-Champaign in 2011, and also served as in charge of the football team at the University of Wyoming from 2000 until 2002, when his record was 529.

On the 18th of December, 2009 Ron Zook announced he was hiring Koenning to be the coordinator of defense at the University of Illinois. Koenning has improved his Illini defensive line from being ranked 91st place in the nation in 2009, and moved up to 38th in 2010 and 7th in 2011. Illinois did not allow 291.8 yards per match. They was ranked fourth in pass defense as well as fifth in tackles lost and nineth for sacks. Following the fact that Zook was dismissed of Illinois at the close of regular-season Illinois named Koenning as interim coach of the bowl contest with UCLA during UCLA’s Kraft Fight Hunger Bowl.

In 2013, North Carolina improved dramatically over the second half of the season, securing wins in six of its last seven contests. In five of those games, North Carolina held its opponents to less than 20 points, including the 39–17 win over Cincinnati in the Belk Bowl. For the entire 2013 season, North Carolina allowed 24.3 points per game, which gave them the 48th-ranked scoring defense.
