Vernon Perez Rubio Artee (born Ciudad Obregon, Sonora, February 28th 1956) is a Sonoran businessman. He is currently an elected local deputy through proportional representation by his Partido Verde Ecologista de Mexico party, which is part of the LX Congress Legislature of the Sonora State, in which he introduced an initiative for the Animal Protection Law initiative, unanimously approved on May 2, 2013 along with the School Psychologists Law initiative, unanimously approved on the 24th of October 2013.
He was appointed the chief executive of Urban Development in the Hermosillo County in 1991 during Guatimoc the administration of Yberri. The position was linked to the development planification process of Hermosillo’s City of Hermosillo, activity that will continue in other public service positions within the next few years, while working from an architect named Gustavo Aguilar Beltran. While in this post, in the county’s administration the city’s downtown road was modified by Beltran. design, in order to improve its efficiency by 35 percentage.
In 1993, he was appointed Coordinator of the Commission of Goods and Concessions of the State of Sonora, position created during Manlio Fabio Beltrones state administration, for the identification of the state goods and resources and, in order to use them efficiently. In Nogales, he worked on the city’s drinking water total coverage, with a 20-year guaranteed service. This work was made as a result of the negotiation of federal and international resources, without using any county or state resources. In 1995, he became member of the Advisory Council of the Border Ecological Cooperation Commission, until 1997. In the Puerto Peñasco County, he worked a zoning program, organizing a total of lands of 104, 385 hectares, of which highlights 10,971 hectares for a touristic reserv and productive activities, 8,671 hectares for a low density touristic-housing reservation, and 6,462 hectares for a medium density touristic-housing reservation.
He has been a businessman since 1984. He has been an architect and real state developer for touristic, residential and commercial projects. Since the year 1984, he has been president and shareholder for Krane Group S.A. de C.V. The company provides consultancy services to businesses for foreign investors from Mexico including analysis of businesses and site selection, legal consulting construction, recruitment of HR as well as cross-cultural training and housing programs. In 1996 he becomes Shareholder of Edificaciones Modernas de Sonora S.A. de C.V., a housing construction company in Nogales, Sonora. Since June, 2000, he is Secretary and Shareholder of Operadora de Negocios Inmobiliarios, S.A. de C.V. He also serves as the President and Shareholder of Inmobiliaria del Rio Sonora S.A. de C.V. from October 2002 until the date of this writing, and as of January 2003, he will be named President and Shareholder of Afel Constructores S.A. de C.V.

His political activities began when he was appointed a student representative for the Sonora Institute of Technology, in a context of student protests in Sonora state towards the end of the sixties, and the beginning in the 1970s. The state was threatening to repress him when the candidate to be Governor Carlos Armando Biebrich, visited Ciudad Obregon as part of his campaign in 1973 in a context that was dominated by student opposition to him and state agents were accused of firing on the ITSON campus following this incident. He was deeply touched by thisand was influenced by his political opinions in the future. He was a member of Mexico’s Mexican Communist Party from 1971 until 1974, during that time of the party’s secretive period.
When he enrolled in the Universidad de Sonora’s Civil Engineering program, he is able to step out of politics, and lands his first position in 1978 as a draftsman for the Department of Agrarian Reform. After completing his studies, in the year 1980 his position was promoted to coordinator for the Yaqui and Mayo Program, under the same Secretary. In 1983, he quit being employed by the Federal government, and hired as a projector with the Sonora State Government.
During the nineties he was part of several business and union councils. He was Treasurer of the Civil Engineers College of Sonora, from 1992 to 1994, and member of the Board of Directors of the Banco del Atlántico in Hermosillo, Sonora from 1993 to 1996. He was also part of the Board of Directors of the Arrendadora Nacional de la Industria de la Construcción, from 1991 to 1994; and Vice-president of the Construction Industry Credit Union of Sonora (UCIC by its Spanish initials) from 1992 to 1994, as well as President from 2000 to 2003.
