Funes’s successor as President Salvador Sanchez Ceren, reappointed Pignato as Secretary of Social Inclusion when he took his office in June of 2014.

In the month of October the heavy rains led to devastating flooding that affected 70 percent of El Salvador and damaged approximately 80 percent of El Salvador’s roads. The floods, which affected 300,000 people caused the deaths of 105 and caused the destruction of 250,000 square feet of crops and agricultural land. Then , President Mauricio Funes estimated the damages at $840 million which equals four percent of El Salvador’s total gross domestic output (GDP). Pignato as secretary of social Inclusion as well as First Lady, visited Washington D.C. in November 2011, to push for humanitarian assistance by The United States Congress and the U.S. State Department. She also had meetings in person with United Nations Secretary General Ban Ki-moon and the former U.S. President Bill Clinton and members of the Salvadoran American community and representatives from the private sector.

In 2011, Pignato established Ciudad Mujer (Women City), to aid victims of violence against women, as well provide access to women’s healthcare services, financial advice, and career training.The five Ciudad Mujer centers, located throughout the country, offer services from 15 Salvadoran government agencies in one location.These include job training and financial loans to offer a chance for economic independence.Ciudad Mujer also provides healthcare services, including forensic laboratories and legal aid for victims of sexual assault, reproductive services, neonatal care and breast cancer prevention.An estimated 603,000 women have utilized Ciudad Mujer, as of November 2014.

The National Ethnic Coalition of Organizations (NECO) awarded Pignato the Ellis Island Medal of Honor in May 2012, citing her cooperation with the Salvadoran American community and her initiatives to support women’s rights.
