Wells was born in Austin, Texas in 1957 and graduated with a B.A. at the University of Alabama in 1979. He continued his studies for his master’s degree in sociology work. He earned an M.S.W. at the University of Minnesota in 1981. The following year, in the same year, he was awarded his J.D. from the Catholic University’s Columbus School of Law.

Wells beat Will Cobb (I) and Antonio (Tony) Williams (R) in the 2006 election with 62 percent (8,992) in the votes against Cobb’s 27 percent (3,908) as well as Williams 11 percent (1,564).

In 2013, he announced he would not seek reelection to his council seat and would instead run for mayor of the District of Columbia. Wells’ chief of staff, Charles Allen, decided he would run for Wells’ seat on the Council.

Wells was engaged with Barbara Wells since 1988 and is a member of Christ Episcopal Church.

Thomas Clayton “Tommy” Wells (born 27 February 1957) is an American lawyer and politician who hails from Washington, DC. He was an elected participant in the Council of the District of Columbia in which he was a Democrat who represented Ward 6. Wells is currently acting director for the District Department of Energy & Environment (DOEE). He was appointed in January of 2015 and is accountable in protecting our environment as well as conserving the nature resources in the District of Columbia.

Wells started his Washington, D.C., career in 1985, working as a social worker for the District’s child protection services agency. After six years at the organization, Wells became the director of the D.C. Consortium for Child Welfare which is an association comprising 20 non-profit organizations which serve the children and families of the city, until his appointment into the Council of the District of Columbia in 2006. He also was an ANC 6B member Advisory Neighborhood Commission 6B from 1995 until 2000, and as Chair of ANC 6B from 1997-1998. Then he was appointed to sit in both Wards 5 and 6 of the DC Board of Education from 2001 until 2006.

Wells was re-elected for a second term in 2010. Wells defeated Jim DeMartino (R) in the 2010 election with 85% (16,256) of the vote, compared to DeMartino’s 14% (2,674).
