Harakka is a native of Helsinki. Both of his parents were deaf, and his primary language is Finnish spoken language. Harakka was journalist for a number of years and was editor-in-chief for the two magazines: Jyvaskylan Ylioppilaslehti, magazine of the student union at Jyvaskyla University. University of Jyvaskyla, and Vihrea Lanka, a magazine affiliated to the Green League. Since 1997, Harakka was a journalist as a journalist for Yle and also hosted TV shows known as Musta laatikko Pressiklubi 10 Kirjaa. In 2005, he graduated from Helsinki Theatre Academy. Harakka was later appointed as the Finance and Budget spokesperson of the parliamentary committee and part of the Grand Committee of the Parliament. On December 15, 2016, Harakka announced his candidacy to the position of leader of the Social Democratic Party. The Social Democratic Party was defeated current leader of the party Antti Rinne in the elections on February 4, 2017.
In June 2019, Harakka was appointed Minister of Employment in the Rinne Cabinet. He served in the position until the collapse of the cabinet in December 2019, after which he joined the subsequent Marin Cabinet as Minister of Transport and Communications.
