Rung He was born the 3rd of January 1961, as the 6th out of 7 children. His father was a heavy drinker and was ruled by aggression and savagery, while his mother quit the family when he turned 2 years old. The stepmother was called Aunt Hilde, “sat on a throne, she was the judge” and was the one who imposed the punishments for the father to execute. The household was lacking compassion, love and warmth. Rung was a pupil at a special institution and was caught performing assaults and burglaries throughout his education. Prior to being charged with killing in the year 1995 Rung has been detained numerous times in connection with various offenses.

He was arrested in 2001 after he assaulted prisoners during his time at Tegel Prison and was sentenced by the Berlin court to another two years and eighteen months in prison. Since in 2003 Rung was convicted of a second time causing injury to an inmate – this time, lethally the district court in Berlin sentenced him to another 10 years in prison and a second detention for manslaughter, a crime that was attempted in 2004. Rung was detained first in Berlin-Moabit due to the fact that Tegel Prison refused to take the prisoner back after which he was transferred into JVA Celle in Lower Saxony.

Rung was detained in 1995 and subsequently confessed. The following year in 1995, his trial was adjudicated by Landgericht Berlin sentenced him to life imprisonment and then two years of detention for prevention. The psychotherapist for the forensic field Wilfried Rasch evaluated the man in his assessment as a person whom “committed his actions despite his normality.”

From 1983 to 1995, he murdered a total of six women as well as his stepbrother in cold blood. The victims were raped, murdered, strangled, drowned or suffocated, and then taken away. Because of the various methods and the lack of DNA profiling over an extended period of time there was no link established between the murders. The two victims, his 77 year-old girlfriend and a student aged 22 who was killed in 1983 at the Silbersteinstrasse in Neukolln. The first murder was committed by Rung. the 23 year old Michael Mager briefly confessed to the police and was found guilty in 1984 and sentenced for six years.
