Fedor previously held the same spot in the Senate from 2003 until 2010 and was an elected Member of the Ohio House of Representatives for five non-consecutive terms. She served from 2001 until 2002 and then from 2011 until the year 2018. As a Democrat, Fedor represents Toledo as well as the surrounding areas.

The year 2009 was the first time Fedor said that she would run in the Ohio House of Representatives in 2010 to succeed the term-limited Peter Ujvagi. In the end, Ujvagi resigned early after his appointment to be the Lucas County Administrator.

On 25 March 2015, Teresa Fedor got so frustrated during a debate on abortion in the lower chamber of the state’s legislature that she stood up and revealed that she had been raped and terminated the resulting pregnancy. “You don’t respect my reason, my rape, my abortion, and I guarantee you there are other women who should stand up with me and be courageous enough to speak,” she said. “What you’re doing is so fundamentally inhuman, unconstitutional, and I’ve sat here too long.” Fedor was raped many years ago, while she was in the military.

In 2018, Fedor opted to again swap chambers and run for her old seat in the state Senate, to succeed Edna Brown who was term limited. She again won the seat and was sworn into office on January 6, 2019.

The year 127, General Assembly, Senate colleagues elected Fedor to be the Minority Leader. However, at the beginning of 2008 Fedor got sacked in an act of political repression through Senate President Ray Miller, who had formed a coalition to take over her. In the end, Fedor continued to serve the rest of her Senate career without holding a leading position.
