Tep Vanny Biography

Tep Vanny is one of the most popular and richest Human Rights Activist who was born on April 12, 1980 in Phnom Penh, Cambodia. Tep Vanny (born 12 April 1980) is a well-known advocate for human rights and land rights. She is also a prominent advocate as well as the founder and leader of Boeung Kak 13 an activist group that has held peaceful protests since 2008 in opposition to the Cambodian government’s lease of property in the region to the Shukaku corporation. This has resulted in the forced eviction of more than 20,000 residents in the area that is Boeung Kak Lake, in Phnom Penh. Her detention and arrest sparked an international campaign for her release.

Tep Vanny is a spokesperson to Boeung Kak Lake. Boeung Kak Lake Community. she has spoken about three times throughout the United States, as well as in France, Brazil, the Netherlands, Singapore and Thailand. As of 2013, Tep Vanny received the winner of the Vital Voices Global Leadership Award in a ceremony that was hosted by former US Secretary of state Hillary Clinton.

On 15 August 2016, she was arrested for protesting the arbitrary detention of human rights defenders and sentenced to six months in prison on the grounds of “insulting a public official”. Instead of being released at the end of her sentence, the authorities reactivated an old case and sentenced her again on 23 February 2017 for “intentional violence with aggravating circumstances” under Article 218 of the Cambodian Criminal Code. She was sentenced to two years and six months in prison. Several international human rights organizations such as Amnesty International and the FIDH denounced this sentence as arbitrary detention.

In August 2018, Vanny received a royal pardon by Cambodia’s King Norodom Sihamoni on request of Prime Minister Hun Sen and was released from prison. Three of her fellow Boeung Kak 13 activists, Heng Mom, Bo Chhorvy and Kong Chantha, were also pardoned.

Local women began to organize peaceful protests over this land and under direction of Tep Vanny. The group was dubbed Boeung Kak 13 Boeung Kak 13 and continued to hold protests until they were exiled. Because of their actions they were able to raise the issue and later, in the year 2011 they were able to influence the World Bank froze all lending to Cambodia. The group was subsequently detained in the hands of the Cambodian government. On 24 May, 2012, they was found guilty of illegally occupying land as well as sentenced for two and two-and-a half years behind bars.

Tep Vanny was born and raised at her home in Kandal Province before moving to Phnom Penh in 1998, in which she was an entrepreneur in the field of grocery. She and her spouse Ou Kong Chea was an official in Phnom Penh’s Ministry of defence. They have two children, Ou Kong Panha and Ou Sovann Neakreach. Ou Kong Chea was fired from his job after the couple refused the buyout offer offered to them for their property located in Boueng Kak. The footage was captured over a period of 6 years and focused on the land evictions carried out by the Cambodian government in the Boueng Kak Lake area. The film follows the actions of three Cambodian land rights activists and human rights defenders, including Tep Vanny.
