Markarian is born the 16th of April 1964, at Kapan, Armenia. He has a master’s degree of International Relations at the School of Advanced International Studies at Johns Hopkins University, and PhD in International Relations from the London School of Economics and Political Science. His graduation from Yerevan University of National Economy in 1985. He then earned a doctorate in economics at that university in 1989.

Tatoul Markarian (Armenian Tatoul Markarian (Armenian: Tatowl Khikari Margaryan; born April 1964) was appointed Armenian Ambassador to the United States on March 19 2005 by the president Robert Kocharian. He is a diplomat with the position of Ambassador Extraordinary and Permanent. He is also the representative of Armenia as a member of the Organization of American States, in which Armenia is an observer.

Prior to his appointment to this post the Ambassador Markarian was the Vice Minister of Foreign Affairs of Armenia since June 2000. In this role his responsibilities covered his Ministry’s Departments of Political-Military Affairs, International Organizations; CIS Countries as well as Asia-Pacific as well as Africa. He also served as the Armenian coordinator of the U.S.-Armenia Strategic Dialogue as well as for the NATO Armenia Political-Military Dialogue. Between 2002 and 2003 Ambassador Markarian was also the Special Rep of President Armenia for the Nagorno Karabakh talks. In 1999-2000 He was Advisor to the Foreign Minister.
