In the month of January, Balmer joined the coaching team of Ross County as assistant to manager Willie McStay. McStay was fired as manager just a month later and Balmer continued to be as a coach in the direction of Jimmy Calderwood who was appointed to run the club until the close in the current season. Ross County only narrowly avoided the drop and Calderwood was dismissed at the close this season. Balmer was appointed as assistant manager after the appointment of Derek Adams on his appointment as manager in June of 2011 and, following the season, the team of management helped Ross County win the Scottish First Division championship as well as advancement into the Scottish Premier League. In a second re-adjustment to the staff of coaches of Victoria Park in November 2012, Balmer took on the responsibility of coaching the under-20 team. Balmer left the club in May 2013.

In July 2004, Balmer returned to Scotland as player/assistant-manager to Billy Reid at Clyde and then followed him when he moved to Hamilton Academical a year later. Balmer had one assist for Hamilton but it was in a game against the former club Clyde.

Balmer was a player in the early stages at Celtic who had progressed to his time at the Celtic Boys Club during the latter part of the 1980s. He never played a first-team appearance at Parkhead and was then transferred to Charlton Athletic in August 1990 for the sum of $120,000. He is notable for being the first outfielder within the English league to receive the number 1 squad shirt. Charlton in the early 1990s assigned their team numbers alphabetically, so Balmer (and not goalkeeper as it is usually) was wearing the number 1 jersey for the duration of the season.

After spending eight year in the club of Charlton, Balmer moved to Wigan in September 1998 to play for Wigan PS200,000. In the three seasons he spent at Wigan, Balmer made over 100 appearances before moving to play for various lower league English teams. While at Wigan Balmer also played in the final of the team as they took home in 1998 and 1999 the Football League Trophy.

Balmer joined Airdrie in November 2013 as assistant to their recently appointed manager, Gary Bollan and subsequently followed Gary, as his assistant, to Forfar in December 2015. After Bollan was sacked by Forfar in September 2017, Balmer took charge of the side on an interim basis.
