Hager was born on the 25th of May 1951 in Champaign-Urbana Illinois He was the father of Lowell P. Hager and Francis Erea Hager. As a junior in high school, he launched the first newspaper, The Cap’n Crunch Courier, a humorous xerox magazine that was distributed for gratis. Then, two years later, when he was studying of Urbana High School, the teen launched The Tin Whistle, a monthly paper that was later distributed to four high school located in Central Illinois. One of his buddies, Jim Wilson (later known as Chef Ra), became the first African- American as the senior class president of Urbana High. Wilson was later exiled from the team’s football squad, even though he was the team’s starting point and place kicker due to his connection with Hager. Hager had a brief visit to Haight-Ashbury in the year 1968 in the year following, and Wilson attended the first Woodstock festival. He earned an undergraduate degree in Fine Arts in Theater (Playwriting) as well as an Masters of Science in Journalism at the University of Illinois.
In the late 1990s, Hager changed the membership lists from The Freedom Fighters over to NORML and began developing events that promoted hemp’s environmental benefits as well as demonstrating the spiritual benefits of hemp. The World Hemp Expo Extravaganja, or Whee! Festivals which were staged throughout Oregon, Washington, Michigan, New York, and Ohio. However, many of the organizers of the Whee! festivals were targeted by massive police efforts to shut down their events. The main focus of Whee! was a solitary on a Sunday afternoon, to pray to bring peace to the war on drugs. At the time, Hager was contacted by the Waldos, who were the creators of 420, and was an early person to be interviewed by the Waldos. Hager was the one who created the Counterculture Hall of Fame in 1997, as part of the ceremonies of the Cannabis Cup.
Hager learned to shoot and edit video and started documenting all research on videotape. He has produced several feature documentaries including Let Freedom Ring, Secrets of the Dutch Grow Masters, The Cannabis Cup, Saint Stephen, The Tom Forcade Story, and The 20th Cannabis Cup, assembling one of the world’s largest archives of cannabis-related video. In 2002 he directed the video shoot that was later released as Live in Amsterdam. In 2004, he wrote most of the narration for a/k/a Tommy Chong and also appears in the film. Hager appeared in Episode #12 (“Pittsburgh”) of the Showtime series Weeds, playing himself at an event modeled on the Cannabis Cup.
Hager’s 2004 book The Octopus Conspiracy and Other Vignettes of the Counterculture: From Hippies to High Times to Hip-Hop and Beyond compiles some of his previously published work; the chapter “Nomenclature of an Octopus Cabal” theorizes that a network of secret societies manufactures war for profit and social control. In 2007, he produced a reality television show based around his job at High Times magazine. Hager appears in the 2013 film 420: The Documentary and provides the history of the phrase and its ceremonial use, as well as his role in spreading awareness on the spiritual aspects of cannabis.

Their most memorable performance was when they opened at their fellow band the Butthole Surfers in front of more than 50,000 people at Washington, DC. In the same time, Hager asked his friend from high school, Jim Wilson, to become a columnist in the magazine. Wilson was known for his role as Chef Ra and contributed a cooking-with-pot feature in each magazine for the next 15 years. The chef Ra became a part of the High Times Freedom Fighters and became the keynote speaker at a number of rallies. Steven Hager (born May 25 1951, Illinois) is an American journalist, writer filmmaker, writer, anti-cannabis and counterculture activist.
After graduating, Hager moved to New York City and was employed by a variety of magazines before becoming an editor at The New York Daily News. In the course of this he began to study the hip hop scene in the South Bronx. The first of his articles about the subculture appeared on the front cover of the Village Voice and was the first time that the word “hip hop” appeared in the Village Voice . Hager was inspired by interview with Afrika Bambaataa, the founder of the Zulu Nation and one of three hip-hop DJs that were first created (the other two included Kool Herc and Grandmaster Flash). Hager made a deal to sell his original tale Beat Street to Harry Belafonte and the film with the same title was released via Orion Pictures. In 1984 the Saint. Martins’ Press published the book Hip Hop, the first record of the history of rap music, graffiti art, and break dancing. (In 2012 the ebook version was released on www.smashwords.com.) Hager then followed up in the form of “Art After Midnight,” an analysis of the New York club scene and its impact on artists, specifically Jean-Michel Basquiat, Keith Haring and Kenny Scharf. In September, 1991, Hager wrote an article in High Times titled “Heritage of Stone,” a comprehensive analysis of the John F. Kennedy assassination that has been widely circulated on the internet as a definitive article on the subject. Judge Jim Garrison cited it as “the best magazine article ever written on the subject.” The article indicated Kennedy was likely murdered because of his growing opposition to the Vietnam War, and implicated J. Edgar Hoover and Allen Dulles in the cover-up.
