Scully was born in Erie, Pennsylvania on September 17th, 1960, as the son of Hubert L. “Hoot” Scully and Elizabeth Jane North “Betty” Scully. Scully was the 14th of sixteen children, which included 5 sets of twins.

Then, in January of 2003 Scully was appointed the Amos. Hostetter chair at Cable Center and the University of Denver and Cable Center in teaching a distance education course in the media, politics and public policy issues through the cable television network that connects Washington, D.C., University of Denver, Pace University and George Mason University. The course aired through C-SPAN along with C-SPAN3 and streamed through C-SPAN3 on C-SPAN website. The course was taught by the professor on The University of Denver until 2011. He is still teaching the course on George Mason University in conjunction with Purdue University and The Washington Center.

Scully and his wife, Kathryn R. “Katie” Scully, reside in Fairfax Station, Virginia. They have four children: Mary Cate, who is a midshipman at the United States Naval Academy, Danny, Cristen, and Natalie Cathleen, whom they adopted in 2009. Daniel attended Paul VI Catholic High School, and is now studying at James Madison University. Two others died in childhood, Carolyn in 1994 of sudden infant death syndrome (SIDS) and Jack, stillborn in 1996. Scully serves on the board of both the CJ Foundation for SIDS, which raises money for sudden infant death syndrome research, and First Candle, which aims to increases public awareness of SIDS.

He was the 2009 recipient of the Fitzwater Center for Communications Award, for exemplary journalism and public service, and in the same year was recognized by The Washingtonian as one of the capital’s “50 Top Journalists”. John Oliver has repeatedly referred to Scully as “The Most Patient Man on Television”. Scully was inducted into the Pennsylvania Association of Broadcasters Hall of Fame in 2019.

Scully began his career at C-SPAN in the year 1990 as a political editor, as well as White House producer. Since 1991, he’s been in charge of coordinating the programs for the campaign on C-SPAN, C-SPAN.org and C-SPAN Radio. As the senior producer of C-SPAN’s White House coverage, Scully manages a group of field producers who are responsible for covering White House, politics and special projects. Steven L. Scully (born on 17 September 1960) is a senior executive producer and editor of politics at C-SPAN. C-SPAN TV network. He is also host of the morning call-in show, Washington Journal. Scully was president of the Whitehouse Correspondents from 2006 until 2007.

Scully began his career in journalism as a newscaster for the weekend on WAMU the American University-owned radio station. After completing his undergraduate degree, he was an anchor and reporter at Erie’s WSEE TV between 1982 and 1983. He was back at WSEE after having completed his master’s degree in 1984. After a brief stint as Washington, D.C.-based correspondent for WHBF- TV in Rock Island, Illinois, the station was absorbed by WHEC-TV situated in Rochester, New York in 1986 as a reporter covering business as well as local government and politics. He also taught classes on the subject of media and politics as an adjunct professor in Nazareth College and St. John Fisher College.

Scully served nine years on the Executive Board of the White House Correspondents’ Association, and was elected by his peers to serve as president from 2006 to 2007.
