Then, in July of 1995 Jim Jefferies resigned as Falkirk manager in order to join Heart of Midlothian and Fulton was among the first players signed with his Edinburgh club. Hearts were at in the middle of their table when Fulton was signed, but they did well to finish fourth and progress to the Scottish Cup Final, where Rangers were too tough for the team. Fulton was instrumental in helping Hearts to reach the League Cup Final the following season, scoring their first goal at their Celtic Park showpiece. Rangers were once again in the game and, once more, they could not match Hearts with two goals scored by Paul Gascoigne reversing the game to the Glasgow team’s favor.

Fulton earned selection to the Scotland national team squad for the first time in September 1998, for a World Cup qualifying game against Lithuania. His Hearts team-mate Neil McCann made his debut in that game but Fulton remained on the bench.

Fulton was released from Celtic Park in the month of August 1993. Bolton Wanderers paying PS225,000 to sign his name. However, he was disqualified from favor within a few months of his transfer into Burnden Park and spent part of the 1993-94 season on loan with Peterborough United before returning to Scotland following the conclusion of the season with a move of PS100,000 to Falkirk. The Bairns enjoyed a successful start to their season to the Premier Division, challenging for European qualification , and ultimately finishing fifth, just six points off 2nd position Motherwell. Fulton was able to establish himself as a regular first-teamer with 33 appearances during the season.

Fulton began his journey with Celtic from the Boys Club in 1987 and made his debut in the league during the 1988-89 campaign. After his performance during a Scottish Cup semi-final defeat of Hibernian in 1988, Fulton was compared by his boss Billy McNeill to Italian forward Roberto Baggio, and the Baggio name continued to be his throughout his playing career. He was a first-team regular in 1990 and was instrumental in helping the team to reach an appearance in the 1991-90 League Cup final, where they lost 2-1 against the Old Firm Rivalries Rangers.

Due to an injury to regular skipper Gary Locke, Fulton was appointed captain for the occasion and he set his side on the way to victory after he was brought down in the box to win a first minute penalty kick from which they took the lead.
