This meant that 9 permanent secretaries had to be compelled to leave the office in September 2009 and a number of directors were scheduled to retire by the end of January. On November 9, 2009, Stephen Oronsaye informed the new permanent secretary that they were subject to continual evaluation, and that their term could be ended at any point for insufficient performance. But he also reiterated that the mandatory retirement age for civil servants would be the lower of 60 years old (or 35) years service that is pensionable.
Following a move made by the Central Bank of Nigeria to dismiss the directors of five banks, and release the list of creditors of the banks, in August 2009, Stephen Oronsaye instructed Permanent Secretaries to stop departments, agencies and ministries from taking funds out or closing accounts at these banks. The previous month, Stephen Oronsaye announced a major change in the structure of his office where nearly half of the Permanent Secretaries were shifted for new department.
