Stephen Kappes is one of the most popular and richest Military Officer who was born on August 22, 1951 in Cincinnati, Ohio, United States. Stephen R. Kappes (born August 22nd in 1951) was the Director-in- Chief of the Central Intelligence Agency (DDCIA) until his resignation on April 14 April 14, 2010. He was a member of the CIA since 1981, after which he took an absence of two years. An experienced professional in clandestine operations, Kappes supervised the extraordinary rendition program, which was a non-judicial process of sending people suspected of being terrorists to hidden locations, where the majority of them were detained. Kappes also assisted in convincing Libyan the leader Muammar al-Gaddafi, to end the nuclear weapon program in 2003. As of 2009 Kappes was found guilty of a crime in absence by an Italian tribunal for his involvement in the headquarters of the torture and rendition of an Egyptian citizen, who was abducted from Italian territory through the CIA.
In between his stints with the CIA, Kappes worked in the security industry in private. On April 25, 2005 ArmorGroup which is a British security company, appointed Kappes vice president in charge of global strategy. The company named the chief operating officer (COO) in November 2005.
On November 4, 2009, in a landmark ruling, Italian judge Oscar Magi convicted 22 American CIA operatives of kidnapping Muslim cleric Osama Moustafa Hassan Nasr, known as Abu Omar, from the streets of Milan in 2003. Most of the top CIA officers had left the agency, with the exception of Kappes, who at the time was the assistant director of the CIA’s clandestine branch.
On April 14, 2010, CIA Director Leon E. Panetta reported that Kappes would be retiring in May. The odd timing of the retirement, and lack of Presidential thanks for his years of service, led many to comment that this was a departure in disgrace.
Kappes was appointed as Deputy Director for Operations (DDO) for the CIA in June 2004. He was appointed in August 2004, while the nomination for Porter Goss as the next Director of Central Intelligence was still pending in the Senate. Kappes succeeds James Pavitt, who resigned in June 2004. Both Pavitt and Kappes (and others) headed the Directorate for Operations at the CIA’s Directorate for Operations during the controversial Iraq WMD reporting. He was in the Directorate for Operations until November 2004. John E. McLaughlin, the then Deputy Director at Central Intelligence, announced his departure in the same week Kappes was fired, which further exacerbated the management issues that were rumored to be affecting Goss.

Kappes obtained an undergraduate bachelor of Science degree in pre-medicine at Ohio University and a Master of Science degree in pathology at Ohio State University. He was an official in the U.S. Marine Corps from 1976 until 1981.

Kappes was named as the next DDCIA by Negroponte in May 2006. Kappes was believed to be the preferred choice for Director of the CIA in the incoming Obama administration by Senators Jay Rockefeller, the outgoing chairman, and Dianne Feinstein, the incoming chairwoman of the Senate Intelligence Committee. Instead, Leon Panetta was appointed to the position in February 2009, and Kappes was retained as DDCIA, the latter a condition set by Feinstein in exchange for her support for the former.
