The sentence was later vacated from the United States Court of Appeals for the Ninth Circuit in August 1994 because of the violation of guidelines. On February 26, 1996 the decision was annulled by the Supreme Court of the United States in a decision that found the sentence shortened was within the discretion of the district court.
Koon eventually moved to Castaic, north of Los Angeles. In 2012, he began working as a chauffeur in Los Angeles for the limousine company Music Express where his patrons have included former U.S. vice president Al Gore and actor and political commentator D. L. Hughley.
In 2018, Koon was arrested for driving under the influence in Santa Clarita, California.
Both Koon as well as Koon’s fellow LAPD officers Laurence Powell have been used as racist symbols in hip-hop and other related music. Koon is mentioned by the Rap metal group Rage Against the Machine in their hit song “Vietnow”, and is featured in the Ice Cube songs “Really Doe” and “We Had to Tear This Motherfucka Up.” Koon was also named on The Simpsons episode “Sideshow Bob Roberts” by conservative commentator Birch Barlow as an example of someone who was “railroaded by our liberal justice system.” Koon was twice parodied during 1993, by Jim Carrey on the American sketch comedy TV show In Living Color.

On the 3rd of March 1991 at Los Angeles, a high-speed chase was launched by California Highway Patrol officer Melanie Singer after a motorist Rodney King was allegedly observed driving a white 1988 Hyundai Excel at more than 100 miles an hour (160 kilometers/h). The pursuit ended on the right side of Foothill Boulevard. Koon along with four agents (Laurence Powell Timothy Wind, Theodore Briseno and Rolando Solano) tried to detain King. The officers said that King refused to be arrested and officers Powell, Wind and Briseno required force to take him down. The incident was captured on video by a resident of the area, George Holliday, who offered it to the local TV station KTLA. The station broadcast parts of the footage and CNN later aired it the next day. The officers were convicted of using excessive force at the state tribunal at Simi Valley in the year 1992. They were they were cleared on the 29th of April in the same year. On the same day, in 1992, the Los Angeles riots began, that resulted in the deaths of 63.
In his book, Presumed Guilty: The Tragic Story that was The Rodney King Affair, Koon defensed his actions and blamed the violence on the media and community leaders. Koon appeared as an interviewer in the show A Closer Look with Faith Daniels on the 24th of October, 1992.
In November 1995, a gunman, 35-year-old Randall Tolbert, entered the halfway house and demanded to know where Koon was. Koon was on a holiday pass at the time. The gunman took three hostages, one of whom was 67-year-old Karl Milam. After fatally shooting Milam, Tolbert was shot and killed by the sheriff’s SWAT team during a shootout.
