She was a physician in a hospital run by the government of Kabul and after a couple of months, she had to flee to safety to her homeland of Jaghori in which she offered medical care to patients in the remote regions that lie in the central region of Afghanistan. She is the current head of the human right commissions in Afghanistan.
Samar was one of main characters in Sally Armstrong’s documentary Daughters of Afghanistan. It is in the film that Sima Samar’s time as the minister of women’s affairs as well as her eventual demise from power are shown.
Samar became a member of the Truth and Justice party which was formed in 2011.
After having been a refugee for more than 10 years, Samar returned to Afghanistan in 2002, where she was appointed to an office in the cabinet of the Afghan Transitional Administration led by Hamid Karzai. The interim administration was led by her. She was as Deputy President, and later as Minister of Women’s Affairs. She was forced to step down from her post because being threatened with the death penalty and detained for expressing doubts about traditional Islamic laws, particularly the sharia law, in an interview held in Canada in a Persian-language magazine. In 2003, during the Loya Jirga, several religious conservatives ran an advertisement in a local newspaper , calling Samar as the Salman Rushdie from Afghanistan.

Sima Samar (Persian Sima Samar (Persian: sym simr ) (born the 3rd of February in 1957) is an Afghan human rights and women’s rights advocate, activist , and social worker in both international and local forums. She was minister of women’s affairs in Afghanistan between December 2001 and 2003. She is currently chairperson of the Afghan Independent Human Rights Commission (AIHRC) and from 2005 until 2009, the United Nations Special Rapporteur on the human rights situation in Sudan[1[1]. As of 2011, she is a member of the newly-formed Truth and Justice party. She received the Right Livelihood Award for “her longstanding and courageous dedication to human rights, especially the rights of women, in one of the most complex and dangerous regions in the world.”
In 1984 the communist regime detained her husband and Samar and her son fled to the neighboring Pakistan. She was then an internist in the refugee section within the Mission Hospital. Bewildered by the lack of facilities for health care for Afghan refugees In 1989, she founded Shuhada Organization and the Shuhada Organization and Shuhada Clinic in Quetta, Pakistan. Shuhada Organization was founded in 1989. Shuhada Organization was dedicated to providing health services and medical care to Afghan females and women, as well as training for medical personnel, and also to education. The following years, additional branches of the hospital/clinic were established throughout Afghanistan.
Samar is currently the head of Afghanistan Independent Human Rights Commission (AIHRC). She also established Gawharshad Institute of Higher Education in 2010, which has attracted more than 1200 students in a very short amount of its activities. In 2019, United Nations Secretary-General António Guterres appointed Samar as one of eight members of the High Level-Panel on Internal Displacement under the leadership of Federica Mogherini and Donald Kaberuka.
