After attending Vanderbilt University, she went on to graduate from the University of Tennessee at Knoxville, receiving a Bachelor of Science in Business Administration with a major in accounting with high honors in 1975. She continued her education at the University of Tennessee College of Law, graduating in 1978.

From 1978 to 2004, Lee was in private practice as an attorney in Madisonville. During her time in private practice, she served as county attorney for Monroe County, Madisonville city judge, and city attorney for Vonore and Madisonville. She is a former Rule 31 listed family mediator.
