Stanishev was born on the 13th of September 1966 in Kherson, Ukrainian SSR (Soviet Union) to Dinah Sergeevna Muhina who was an Soviet citizen, and Dimitar Stanishev [bg; the ru, hu, and the zh[bg; ru; hu; zh] the Bulgarian communist official who headed the Bulgarian communist party’s foreign policy department . In December 2001, Stanishev was elected as the Chairman of the BSP at the party’s Congress and was also elected the Chairman of the Parliamentary Group of the Coalition for Bulgaria after an resignation by the former Chairman, Georgi Parvanov, after his win in the presidential election of 2001. Since April 2004, Stanishev is also president of the Party of European Socialists. Although, in the beginning, the older members of the party considered him suspicious because of his lack of knowledge, Stanishev has enjoyed considerable public support mainly due to his success in modernising the BSP. Stanishev has succeeded in modernising BSP to make it more modern Bulgarian Socialist Party, leading to filled membership in the Socialist’s international and eventually a membership of PES. Stanishev was elected an official Member of the European Parliament for a second term in the year 2019.
In the general election of June 25, 2005, Stanishev was re-elected to the National Assembly, this time for a seat in Burgas. Under his leadership the Coalition for Bulgaria (a coalition dominated by the BSP) won 31% of the votes. Stanishev said that the next government “should be led by the party which won most votes in the elections.” On 20 July, after nearly a month of political uncertainty, Stanishev agreed to attempt to form a Cabinet. Sergei Dmitrievich Stanishev (Bulgarian: Sergei Dmitrievich Stanishev ; born 5 May 1966) is a Bulgarian politician who has been Presidency of the Party of European Socialists since November 2011 and as a Member of the European Parliament (MEP) from Bulgaria. He was previously the Premier of Bulgaria from 2005 until 2009, as the Leader of the Socialist Party from 2001 to 2014, and a member of the National Assembly from 1997 to 2014.
When he began his schooling in Russia and then he graduated at the SOU 35 “Dobri Voynikov” in Sofia. Stanishev later completed his studies at Moscow State University in 1989 and earned his doctorate (PhD-equivalent) at the age of 1994,. Both degrees were on the subject of historical studies. His dissertation was titled “The system of service promotion of high ranking officials in Russia and its evolution during the second half of XIX century”. The year 1998 was the first time he was a specialist in the field of political science at Moscow School of political studies. He was an international fellow visiting scholar relationships at the London School of Economics and Political Science between 1999 and 2000. He also was freelance journalist.

Finally, on August 15, Stanishev was able to form a three-party grand coalition with the party of outgoing Prime Minister Simeon Sakskoburggotski and with the Movement for Rights and Freedoms, a Turkish minority party. Stanishev said the coalition’s priorities would be “European integration, social responsibility and economic growth.” He was elected Prime Minister by the Bulgarian parliament on August 16 with 168 in favour and 67 against. On August 17, 2005, with an official ceremony on 1 Dondukov Boulevard, Sergei Stanishev took office as Prime Minister.

Stanishev took over the PES leadership as Interim President in late 2011 after his predecessor, Poul Nyrup Rasmussen, stepped down from his post. In September 2012, at the 9th PES Congress, Sergei Stanishev was elected (with 91.3% of the votes) as President of PES for a full two-year term. He was the only candidate for the post.
