Jang completed his studies at Jungdong High School in Seoul in the year 1975. He earned a bachelor’s degree in economics and business from Inha University in 1982 and was a member of KOGAS the following year. He graduated in 1989 and graduated with the MBA in business administration from the University of Minnesota Duluth, with an academic dissertation on economic policy within South Korea during the post-Park Chung-hee period.
From 2013 Jang was also appointed the chairman of the Korea Gas Union, representing over 70 local businesses and associations in the field. The South Korean government is currently a presidential candidate in the International Gas Union.
