Salim Saleh is one of the most popular and richest Civil Servant who was born on January 14, 1960 in Uganda. Salim Saleh (born Caleb Akandwanaho, 14 January, 1960) has retired as an Ugandan army officer. He been a member of the Uganda People’s Defence Force (UPDF) the Armed Forces of Uganda. He is the brother of the Ugandan President Uganda, Yoweri Museveni, and a consultant of the President in matters of military. He was Secretary of State to microfinance between 2006 until 2008. Saleh was involved in controversy concerning corruption, and was indicted as a member of the UN Security Council for plundering natural resources in the Democratic Republic of the Congo.
It was 1998 when Saleh’s firm bought a helicopter for the army in exchange for an income of $800,000. The helicopters turned up to be scrap.
In 2005, Salim Saleh, then a Lieutenant General, was one of the pioneer class to graduate from the Uganda Senior Command and Staff College at Kimaka in Jinja. Following that course, he was promoted to the rank of General in the UPDF. Prior to the 2006 General Elections, Salim Saleh went back to school and obtained an A-level certificate, the minimum requirement to become a member of Parliament of Uganda. Following the elections, he was appointed Minister of State for Microfinance.
Saleh succeeds Elly Tumwine in the post of Army Commander in 1987. He continued to hold the post until 1989 when, in the wake of allegations of corruption, Saleh was removed out of the military by his father. Later, he was the senior adviser to the president on security and defence (1996-1998) and was the head of the Army’s Reserve Force (1990-2001), engaged in the process of settling veterans from the war in Iraq.

At the age of 16, in 1976 at the time, he quit Kako Secondary School Masaka in order to be a part of the Front for National Salvation (FRONASA) which was a rebel group based in Tanzania. group that was founded and headed by brother Yoweri Museveni, to fight the government of Idi Amin. Alongside his best friend Fred Rwigyema and his brother Museveni they took up training on the battlefield in Mozambique in Samora Machel’s FRELIMO rebels. In Mozambique, he chose Salim Saleh for his name of war. The year 1978 was when FRONASA joined with the other anti-min groups from Tanzania and became an organization called the Uganda National Liberation Army (UNLA) which, along with Tanzanian military forces captured Kampala on April 19, 1979, sending Idi Amin to exile. Saleh was later promoted to commander of the UNLA unit in the Moroto District. After the fiercely contestable elections of December 1980 Museveni declared an unarmed revolt against both the UNLA as well as the administration of Milton Obote.
Salim Saleh joined the brother’s National Resistance Army (NRA) and joined the guerilla war, referred to in the media as “the bush war”, which lasted until. In January of 1986, Salim Saleh commanded NRA’s attack on Kampala and ultimately led to the fall of the regime of Tito Okello, and Museveni becoming the President. NRA was transformed into the nation’s army in 1986, with Salim Saleh serving as the commanding officer and general Elly Tumwine as the Army Commanding Officer and Museveni as the commander-in-chief.
In 1998, Salim Saleh resigned from his post as presidential advisor, following allegations that Greenland Investments, a company in which he was a major stakeholder, had used the Malaysian company, Westmont, to illegally purchase shares in Uganda’s largest bank, the now defunct Uganda Commercial Bank (UCB). His brother, President Museveni, later said he’d sacked Salim Saleh, not for his involvement in the scandal, but for “indiscipline and drunkenness” in the army.
