Richardson was born on 13/12/50 in southern Taranaki. Her family has a long history in this area. Her great-grandfather George Pearce was an MP for Patea between 1908 and 1919. Her father was involved in the National Party’s Patea branch. Richardson was raised Roman Catholic and was sent to Sacred Heart College in Wanganui after she finished primary school.

Richardson was nominated by the National Party for the Tasman seat in 1978. Although she won the nomination, in 1978’s election, Richardson failed to defeat Bill Rowling, the incumbent Labour MP. Rowling was at that time the leader of his party. She was invited to run for the Selwyn seat, a National safe seat located just outside Christchurch, which Colin McLachlan held in 1980. She was nominated and elected to Parliament in 1981.

Richardson was a lawyer by profession. She was elected as the Member of Parliament (MP) for Selwyn in 1981. Following the National Party victory in the 1990 election, Richardson was appointed as Finance Minister in the fourth National Government. She supported and carried on the free-market reforms initiated by the preceding Labour Government, and extended them in a significant way with the Fiscal Responsibility Act 1994. Richardon’s economic restructuring—including privatisation of state assets and cuts to social welfare—helped to take New Zealand out of its economic and financial crisis. However, critics have noted the wide-ranging affects on New Zealand’s social fabric including child poverty along with wealth inequality, which were both exacerbated.

When National lost the 1984 election, Richardson became a member of the Opposition. Richardson stood out in National’s caucus for her strong support of the radical economic reforms of the Labour Party’s new Finance Minister, Roger Douglas. These reforms, sometimes known as “Rogernomics”, involved the privatisation of state assets, the removal of tariffs and subsidies, and applying monetarism to control inflation. These reforms were seen by many in the Labour Party as being against the traditional policies of the left-wing Labour Party, but were also opposed by the more conservative wings of the National Party. Particularly hostile were followers of Robert Muldoon, a traditionalist conservative who opposed free market reforms as undermining state authority.

Richardson chose a career as a Parliamentarian at an early age before she had even graduated from high school. Sir Roy Jack, a National Party MP, and a close friend of her family, encouraged her to study law. Richardson received a law degree at the University of Canterbury. She worked at the Department of Justice after she graduated. Andrew Wright, a former colleague of the Department, was Richardson’s husband.
