Ramos was a Japanese professional football player. He joined the Japan Soccer League club Yomiuri in 1977, at the age 20. The club was crowned champions of Japan Soccer League five times, JSL Cup three times and Emperor’s Cup three times. The club won the 1987 Asian Club Championship in Asia. Japan Soccer League was disbanded in 1992 and a new league, J1 League, was created. In 1993 and 1994, the club was named league champions. The club won the 1992, 1993, and 1994 J.League Cup. He moved to Kyoto Purple Sanga in summer 1996. He returned to Verdy Kawasaki in summer 1997 and retired at the end of 1998 season. He was 41 years of age. He won the Japanese Footballer of the year awards two times, and the Best Eleven eight times. He was the central player during the golden era of Yomiuri/Verdy football history.

Ramos, who was 33 years old in September 1990, was called up to the Japan national team for 1990 Asian Games. He made his debut against Bangladesh on 26 September. He was a regular player for Japan after his debut. He was part of the Japan team that won 1992 Asian Cup. He played in 4 matches. Japan reached the 1994 World Cup finals under Hans Ooft as their manager. Ruy Ramos was there when Japan’s hopes of reaching the finals were thwarted by an injury- time equaliser from Iraq in the last qualifier. This match is now known as the Agony in Doha. Ramos played in the King Fahd Cup in 1995. From 1995 to 1995, he played 32 games and scored one goal for Japan.

In January 2006, he was named coach of his former squad Tokyo Verdy, freshly relegated from J1 League. After a disappointing 2006 season in J2 League, Coach Ramos stated that if his team did not win the first game of the 2007 season, he would step down as head coach. The first game was on March 4 against Thespa Kusatsu, one of the weakest teams in the league, and Tokyo won this match 5-0. His team managed to finish 2nd after all and Tokyo Verdy returned to Division 1. After the season, Ramos became the executive director of the club.
