Rosemary Elizabeth Cooper, born 5 September 1950, is a British Labour Party politician. She was elected the first Member of Parliament (MP), for West Lancashire in 2005.
At the 1983 General Election, she fought her first Westminster campaign. She was elected to contest the Conservative-held Liverpool Garston seat. With more than 14,000 votes less than the winner Eddie Loyden, she came in third.
At the 1992 General Election, now a Liberal Democrat, she was back in her native Liverpool, coming second at Liverpool Broadgreen 7,027 votes behind Labour’s Jane Kennedy, but ahead of the former deselected Labour MP Terry Fields.
She was a member of the Liverpool Health Authority and held the position of vice chair between 1994 and 1996. In 1996, she became Chair of Liverpool Women’s Hospital.
Cooper worked in 1973 for W. Cooper Ltd. from 1980 to 1973. She joined Littlewoods in 1978 as a buyer. In 1994 she was promoted to the position of public relations manager, and in 1995 became the group corporate communications manager. Before she joined Littlewoods as a project coordinator, Cooper was also appointed director at the Merseyside Center for the Deaf in 2001.

Cooper served as a councillor in the Broadgreen ward from 1973 to 1984. Cooper was a councillor for the Aigburth Ward from 1986 to 2000. In 1999, Cooper switched to Labour Party and was elected to the Netherly Ward in 2000. Cooper was a candidate for Labour in North West in 2004’s European Parliament elections.
Cooper, then 22, was elected to the Liverpool City Council in 1973 as a Liberal Councillor. In 1992, Cooper became the Lord Mayor for Liverpool. She resigned from the council in 2000.
Next, Cooper contested the 1986 Knowsley North by-election, caused by the resignation of the Labour MP Robert Kilroy-Silk to become a television presenter. At the by-election, Labour retained the seat with George Howarth gaining a comfortable margin of 6,724 votes, and when she contested the seat again a few months later at the 1987 General Election she finished 21,098 votes behind Howarth.
