Rosanna Wong is one of the most popular and richest Justice Of The Peace who was born on August 15, 1952 in Hong Kong. Wong was born in Hong Kong on 15 August 1952 to a Chinese family from Anxi County, Fujian Province. Her father, Wong Chun Chung, was an outgoing Chinese from Singapore. Poon Chor Ying, her mother, was a journalist from Vietnam and a teacher at St. Stephens Girls’ College in Hong Kong. Both were educated at universities in mainland China and both had degrees.
Wong obtained her social work degree from the University of Hong Kong in 1975. She was immediately hired by the Hong Kong Federation of Youth Groups to be a social worker. At first, she was sent to Kowloon-West as a supervisor for the affairs of teenagers. She also managed counselling services in several districts such as Yau Ma Tei (Sham Shui Po), and Tsuen Wan. Wong was awarded the HSBC scholarship 1974-1975, Rotary Foundation Educational Award 1977-1978 and PEO International Peace Scholarship 1978-1979. These scholarships enabled her to continue her studies at the University of Toronto, Canada, from 1977 to 1979. Wong was promoted to Executive Secretary (Operations) immediately after completing a master’s in social work at the University of Toronto. She was promoted to general secretary, later renamed Executive director at 28. This made her the leader of the Federation. She has helped to make the Federation a major teenager service organization in Hong Kong, with 800 employees.
Apart from the Federation, Wong had also involved deeply in a large number of social organisations including a number of local Christian churches. Since 1981, she had also been appointed as a member of the Executive Committee of the Hong Kong Council of Social Service and stepped down in 2005 after more than twenty years of service. From 1984 to 1988, she was appointed to the Subventions and Lotteries Fund Advisory Committee as a member by the government as well.
In 1982, she was awarded Commonwealth Scholarship, studying social policy and planning in the London School of Economics of the United Kingdom, and obtained her master degree in science in 1983. Two years later she received a diploma of executive management in a course organised jointly by the Chinese University of Hong Kong and the Hong Kong Council of Social Service. In the same year, she was awarded Hong Kong’s Ten Outstanding Young Persons’ Award.
Wong graduated from the school in 1972 and soon enrolled at University of Hong Kong to study social work. She lived too close to campus so she was initially denied a place in any of the residential colleges. She was only allowed to move into St John’s College after she became the social secretary of St John’s College Student’s Association in her third year of study. Wong was a student activist at the university and joined a university trip to China in 1973. These experiences deeply influenced Wong and she chose to pursue social work after graduation.

Dr. Dame Rosanna Wong-ming, DBE and JP, was born 15 August 1952. (Chinese name Wang Ming) She is also known by her married title Mrs Rosanna Tam Wong-ming from 1979 to 1992. In public, she is mostly known as Dr Rosanna. Rosanna Wong, a Hong Kong politician and social worker who served as the Executive director of the Hong Kong Federation of Youth Groups.
In 1962, Wong entered St. Stephen’s Girls’ Secondary School. She then followed her sisters to St. Stephen’s Girls’ college, where she was a teacher in 1965. Wong took classes with her mother who taught Regina Ip, Rita Fan (later Secretary for Security in Hong Kong and President of the Legislative Council), respectively. Wong once said that her mother’s knowledge was so inspiring that she became a volunteer. She also once visited the Kowloon Walled City with a gospel rehab group for drug addicts.
Dame Rosanna was married to Dr Alfred Tam Yat-chung, a paediatrician, on 15 September 1979. They had two children, Joyce (born 1981) and Jonathan (born 1985). In 1991, the couple went to study in the United States, during a difficult time in their marriage. They were divorced in 1992, after Alfred began another relationship. While married, she styled herself Mrs Rosanna Tam Wong Yick-ming.

Wong’s work in the Legislative Council was deeply impressed by then Senior Unofficial Member of the Legislative Council Lydia Dunn (later Dame and Baroness) that under her promotion, she was further appointed as unofficial member of the government decision-making body, the Executive Council by Governor Sir David Wilson (later Lord) in 1988. On 16 January 1989 Wong was made an unofficial Justice of the Peace and later on the Queen’s Birthday in 1990 she was made an Officer of the Order of the British Empire for her contribution to the general public.
