He played running back for the Chicago Bears for eight seasons. He was drafted by Louisiana Tech in the 17th round of 1975. In his playing days, he was a fullback who was known for being a tough blocker and opening up defenses for Walter Payton. Harper is sixth on the Bears’ all time rushing list, with 3,044 yards and fifteen touchdowns on 757 carries over seven seasons. Harper was inducted into Louisiana Tech University Athletic Hall of Fame (1996).

Harper was injured in his knee and missed the 1979 season. Harper returned to the team in 1980, and he started 12 games. He rushed for 404 yards in 1980 on 113 carries, for an average of 3.6 yards per run. He also caught 7 passes for 31 yards. However, his blocking allowed Payton to run for 1,460 yard. Harper was only able to play in 15 games in 1981. Matt Suhey took over as fullback. Harper rushed for only 106 yards on 34 runs (a 3.1 average) while catching just two passes for ten yards all year. Harper’s last season was 1982. He played in eight games and rushed for seven yards on three runs. Harper also caught one pass for eight yard.

In June 2008, Harper pleaded guilty to one count of mail fraud. The fraud allowed Monahan Landscape Co.. a white-owned firm, to receive a $1.5 million Chicago Public Schools landscaping contract that was supposed to be reserved for minority-owned firms. The plea also revealed that Rohar was controlled by Monahan. In June 2009 he was sentenced to two years probation, including one year house arrest.

Harper’s best year was 1978. He ran for 992 yards on just 240 carries for an average of 4.1 yards per run. Payton ran for 1,395 yards in 1978, making him the third NFL team and first NFC team to have at least 1,000 yards rushing. Payton also caught 43 passes for a career-high 340 yards. He also set another career record with eight touchdowns (6 rushing, 2 receiving). His total yardage of 1332 yards was 10th in NFL. He also had 240 rush attempts, which was 10th in NFL.
