Cuzner was the second child of six children to Trueman Cuzner and Kay Cuzner, both from Glace Bay in Nova Scotia. He was a student of physical education at St. Francis Xavier University, Antigonish. As the Cape Breton Department of Recreation, Culture and Facilities Special Event Coordinator, he was responsible to major events such as the Millennium Countdown 2000. Cuzner was a hockey enthusiast all his life. In 1995 and 1999, he coached Team Nova Scotia at Canada Games.
Cuzner was a member of Liberal Party of Canada at the House of Commons of Canada. He represented Bras d’Or-Cape Breton, and later Cape Breton–-Canso. Cuzner was elected for the first time in 2000. From January 13th 2003 to December 11th 2003, Cuzner was the Parliamentary Secretary to Jean Chretien. He also held other important positions within Liberal Caucus including chair of Nova Scotia Caucus and chief opposition whip. Cuzner was also the Parliamentary Secretary to Employment, Workforce Development and Labour.
On April 26, 2019, Cuzner announced he wouldn’t run for re-election in the 2019 election.
