The program not only restored individuals, but also provided low-income housing options for residents of the core city. Operation New Hope has merged with FreshMinistries and is now a separate entity. It also offers training and re-entry services for recently released prisoners.

Dr. Lee served as the rector of Church of Our Saviour, Jacksonville, Florida. He was then called to start a new type of ministry. Dr. Lee created FreshMinistries in 1988. In 1989, he incorporated it into a functioning 501(c),(3). The organization was then made a full-time ministry in 1994.
FreshMinistries was asked by the City of Jacksonville to restore The Klutho Apartment Building. It was designed by Henry John Klutho and was part of a larger citywide effort to revive economic growth in Springfield. It now houses small businesses and nonprofits that work to revitalize Springfield.
FreshMinistries’ track record of positively affecting poverty-related problems and administering grants led to a 5-year, $10 million USAID grant in 2004 for HIV/AIDS education in South Africa, Mozambique and Namibia. Dr. Lee helped initiate a partnership between FreshMinistries and the Church of the Province of Southern Africa to utilize the Anglican Church’s presence and existing infrastructure to administer peer-based HIV/AIDS prevention programs. Siyafundisa had a 2009 annual target reach of 32,340 youth.
